Hell, in my old neighborhood, everyone knew that.  I'd be surprised if more than 10% of the drivers were licensed.

Here, they're licensed, but none of them can see or hear, including me.

Seems like a lot of bending the truth and a game of semantics with old information and rulings to me. I don't think it would hold up in court.

A "driver" is the person behind the wheel of a vehicle, whether it is a commercial vehicle or a private stroll. A "traveller" is one who is along for the ride.

A license requirement does not prevent one from "moving about." It is a requirement for commanding the vehicle themselves.

Training and regulations were put in place by the people's vote to ensure some level of skill, and knowledge of the rules of safe driving, as roads improved, vehicles travelled with more speed, cities and traffic increased, and the potential for doing serious harm to another became a greater issue.

That bring said, there are plenty who don't follow the law and DO get away with it. A 14 year old told me last week that he drives all the time. But then again, there are people who do plenty of lawless things... until they are caught.

"(S)ome level of skill" is rapidly declining. I can't believe some of the stuff I see on the road, and I hardly go out.

During season, we have the bad driving habits of all the northern states! The snowbirds like to complain about the FL drivers, but truth be known, it's them! There are very few born and raised Floridians.
