More than a thousand people gathered Saturday morning near the intersection of Highway 20 and Highway 31 to protest President Donald Trump and his administration's policies. The event was one of thousands of "No Kings" protests being held nationwide. Participants were largely upbeat, holding signs and flags, and chanting at times, as cars observed and honked at times.

Run, parade, music festival taking place Saturday downtown

RACINE — Racine is the place to be Saturday as three major area events converge downtown.

Residents and visitors can pick from a run along the lakefront, a Juneteenth parade and a music festival—or attend all three for a day full of festivities.

The Lighthouse Run, Juneteenth Parade and Racine HarborFest are taking place Saturday, each within blocks of each other.

“A day like June 14 is the perfect example of what makes Downtown Racine so special — a vibrant mix of culture, community, and celebration,” Kelly Kruse, Downtown Racine Corporation executive director, said.

The Lighthouse Run, put on by 5Kevents, kicks off the day downtown at Festival Park, 5 Fifth Street. The annual event is returning for its 47th year and features both competitive and noncompetitive races.

The 10 mile competitive run begins at 8 a.m., the four mile competitive run  starts at 8:15 a.m., and the two and four mile fun run/walk starts at 8:20 a.m.

There is also a Carl Granetzke Memorial Kids Run. Granetzke was a local running icon who reportedly ran in more than 800 races in his lifetime and was known for his “infectious enthusiasm,” according to 5Kevents. He died December 20, 2024.

This year, prize money will be awarded to the top three men’s and women’s finishers in both the 10 miles and four miles competitive races.

Just about a block north of the Lighthouse Run finish line, the third annual official Racine Juneteenth Parade will begin at 11 a.m.

The parade marks and celebrates June 19, 1865, the day when the final enslaved people in the U.S. learned of their freedom, more than two years after the Emancipation Proclamation.

“It’s a celebration for everybody,” JaVonna Lue, Juneteenth parade committee president, told The Journal Times. “Although we are celebrating Black culture, it’s still not a Black thing. It’s an everybody thing.”

More than 50 organizations are participating in this year’s parade, according to event organizers.

The parade will begin at the intersection of Fourth and Main streets. It will travel south to Main and 14th streets, turn west on 14th Street to Grand Avenue and turn south to the Dr. John Bryant Community Center, 601 Caron Butler Drive, where the parade ends.

There will be a celebration at the Bryant Center following the parade.

Racine residents and visitors can also look forward to Racine HarborFest returning to the lakefront.

The music festival used to be held annually, first taking place in 1987 at Pershing Park. The festival was known for donating some of its profits back to the community.

This year, the event will return at Festival Park on Friday and Saturday, with proceeds going to Racine County Food Bank and Veterans Outreach of Wisconsin.

The festival will feature nine bands across the two days, including Stephen Hull Experience, Bella Cain, Feels Like the First Time (a Foreigner tribute band), and Heart to HeartBreaker, (a Heart and Pat Benatar tribute band).

There will also be food trucks and merchandise booths.

Tickets are $8 in advance and $10 at the door. The festival runs 3-11 p.m. Friday and 12-11 p.m. Saturday.

It’s worth noting that anyone who participates in the Lighthouse Run gets free entry to HarborFest.

“Events like these not only showcase the beauty and energy of our lakefront district, but they also bring a significant boost to our local economy by drawing thousands of residents and visitors to our shops, restaurants, and attractions,” Kruse said.

People heading into Downtown Racine this weekend can utilize street parking as well as all-day $4 parking at the Lake Avenue Ramp, 300 Lake Ave., the McMynn Ramp, 120 Seventh St. and the Shoop Ramp, 226 Main St., and the Civic Centre Ramp, 501 Lake Ave.

30-year-old accused of repeated sexual assault of a child

RACINE — A 30-year-old Racine man was arrested after Homeland Security Investigations Milwaukee received a tip from Dutch authorities regarding the production and distribution of child pornography through Teleguard, a messaging app.

Nelson Roberts-Smith is facing one count of repeated sexual assault of a child and one count of incest.

The criminal complaint from the Racine County Sheriff’s Office said Roberts-Smith is also under federal investigation because of “the international dissemination of child pornography and the production of child pornography.”

Online court records reflect Racine County Court Commissioner Alice Rudebusch set a $250,000 cash bond during a hearing Friday.

Roberts-Smith is scheduled to appear for a preliminary hearing June 11.

According to the criminal complaint, RCSO began working with the Department of Homeland Security on June 4.

A Dutch investigator acting as a confidential informant communicated with a user “Fantastic,” later identified as Roberts-Smith.

In the chat, Roberts-Smith reportedly sent the confidential informant a video of Roberts-Smith sexually assaulting a young child.

On June 4 at around 6:56 p.m., officers conducted a traffic stop during which Roberts-Smith was arrested and his phone was seized. He allegedly told officers he knew of Teleguard but declined to provide more information.

When searching Roberts-Smith’s phone, investigators reportedly found the same video exchanged with the confidential informant through the messaging app.

Investigators also found multiple chats — one with more than 600 members — in which Roberts-Smith discussed the abuse and sent child pornography to other users.

Racine woman accused in connection to spouse's child sex assault charges

RACINE — A 43-year-old Racine woman is facing four charges related to failing to protect a child from harm as a co-defendant in a criminal case against her husband.

Dana Kozeluh was charged with failure to protect a child; exposing a child to harmful material as a party to a crime; felony intent to contribute to the delinquency of a child as a party to a crime; and causing mental harm to a child.

Kozeluh appeared in Racine County Circuit Court virtually on Monday, during which Racine County Court Commissioner Alice Rudebusch set her bond at $25,000, according to online court records.

She is scheduled to appear for a preliminary hearing June 18.

According to a criminal complaint, Kozeluh is a co-defendant in the case against her husband, Paul Shelton, who was charged with multiple counts related to allegedly sexually assaulting a child.

The complaint alleges Kozeluh did not interfere to stop Shelton, who is 43, during multiple occasions where he allegedly sexually assaulted a child between 2017-22.

Additionally, the complaint alleges Kozeluh and Shelton provided the child with drugs on multiple occasions.

Shelton also faces charges related to noncompliance with sex offender requirements, according to earlier reporting from The Journal Times.

Shelton is scheduled to appear for a status conference June 19.

Racine man charged with possession of child pornography

RACINE — A 24-year-old Racine man was arrested after the Racine County Sheriff’s Office searched his residence and cell phone and reportedly found child pornography.

Dakota Newburg was charged with 12 counts of possession of child pornography.

If convicted, the maximum sentence is a fine of up to $100,000, imprisonment for up to 25 years, or both.

Further, the court can impose a $500 surcharge for each image or each copy of an image associated with the crime.

According to online court records, Racine County Court Commissioner Alice Rudebusch set a $75,000 cash bond during a hearing Friday.

Newburg is scheduled to appear for a preliminary hearing June 11.

According to a criminal complaint, RCSO executed a search warrant at a residence in the 700 block of Willmor Street on June 3 after receiving a cyber tip.

During the search, Newburg allegedly told RCSO that the email address associated with the tips belonged to him and that he had at least one video on his cell phone that would be considered child pornography.

A forensic examination of Newburg’s phone reportedly showed “cartoonish” AI-generated pornography depicting children being sexually assaulted by adults.

Cops Gone Wild: Former St. Francis officer sentenced to jail and probation for recording teen girl changing

A former St. Francis school resource officer was sentenced to jail time and probation after pleading guilty to recording a teen girl changing in his office.

Dimitri Kamolov pleaded guilty as part of a plea agreement in April to one felony count of invading privacy with a surveillance device of someone under 18 years old, online court records show.

As part of plea negotiations, a second felony count of attempting to capture an intimate representation of someone under 18 was dismissed but read into the record.

On June 5, Kamolov was sentenced to one and a half years in prison and two years of extended supervision, but had the sentence stayed, according to online records, and the court placed Kamolov on probation for three years.

As part of the probation, Kamolov was ordered to serve nine months condition time (jail time served as part of probation), according to online court records. There will be no electronic monitoring, but he will be allowed Huber release for elder care.

According to the complaint:

A 17-year-old female student at St. Francis High School accused the school resource officer of secretly filmed her changing in September 2024.

Kamolov was employed as a part-time certified law enforcement officer with the St. Francis Police Department and assigned to the high school as its resource officer. He’d been with the department for 31 years.

Kamolov invited the girl into his private office to give her a shirt he’d brought from Brazil. He told her to try two on to see which fit better, drew the blinds and left.

She started changing and while still wearing a tank top the 17-year-old student noticed a cellphone propped up and recording her.

Kamolov was placed on administrative leave following the incident.

A video on Kamolov’s phone, which he provided to the St. Francis Police Department, depicted him setting up the phone to record and capturing the girl taking off her hoodie to try on the shirts. It was also discovered Kamolov emailed or texted himself the video four times – once it had been cropped and slowed down.

As part of his probation/extended supervision, court records state Kamolov must submit to a sex offender evaluation and cooperate with any treatment recommended by the probation department, have no unsupervised contact with anyone under 18 years old, and cannot possess any devices without safety software and/or monitoring installed, among other requirements.
