Former Waukesha priest accused of groping woman while administering last rites

From JSOnline:

The Rev. Langsch, formerly of Waukesha, is accused of assaulting an Austin, Texas, woman in hospice by groping her while administering last rites. He was arrested March 14 and faces one count of misdemeanor assault by contact. (Photo: Associated Press)

A Catholic priest with ties to a Waukesha religious community has been charged with misdemeanor assault in Texas for allegedly groping a woman while administering her last rites.

The Rev. Gerold Langsch, 75, a member of the Schoenstatt Fathers, could face up to a year in jail and a fine of $4,000 if convicted.

Langsch appears to have moved to Austin in 2015 to serve at a parish there. According to news accounts, on Oct. 5, he was called to the home of a 60-year-old woman in hospice care who was suffering from renal failure as a result of diabetes.

The woman told police Langsch anointed her chest with holy oil, then massaged her breast with lotion and pinched her nipple, asking, "Does that feel good?" He then tried to reach into her diaper, but could not, authorities said.

Langsch was arrested this month on a charge of assault by contact and released on $15,000 bond.

The Diocese of Austin issued a statement Thursday saying Langsch had been relieved of his faculties to serve as a priest in that diocese. It said he had already been asked to resign as pastor at St. Paul Parish in Austin because of an unrelated allegation made in February that he had failed to maintain proper boundaries with an adult. It said that incident did not involve physical contact.

Mount Everest glaciers are melting. And it's exposing the bodies of dead climbers

Not even Mount Everest appears immune to global warming. And a new concern has emerged as a result of glacial melting: Exposed bodies.

Melting ice and snow on Everest caused by higher temperatures is revealing the bodies of dead climbers, reports CNN

Ang Tshering Sherpa, the former president of the Nepal Mountaineering Association, tells CNN climbers are finding the bodies as a result of climate change, as "snow and glaciers are fast-melting."

Bodies are being removed from the Chinese side of Everest as the spring climbing season is about to begin, reports BBC.

The Expedition Operators Association of Nepal tells BBC dealing with removing the dead bodies has been difficult because of a law requiring the involvement of government agencies.

CNN reports more than 200 people have died on Everest's peak since 1922.

"This issue needs to be prioritized by both the government and the mountaineering industry," Dambar Parajuli, president of EOAN, told BBC.

Removing the bodies is also an expensive process. According to a 2016 report from The Washington Post, it can cost between $30,000 to $70,000 to retrieve a body from the mountain.

Embezzlement

Dear City of Racine Alderpersons,

I think that former Mayor John Dickert said it best......

When he claimed that there are some Embezzlers in Racine City Hall who
need to be fired.

Basically, these embezzlers are grossly overpaid, over-compensated,
and under - worked at taxpayer expense.

Increasing the Mayor's office from 3 to 5 at an expense to taxpayers
of nearly three quarter of a million dollars! ($736,435 for 2019) is
an OUTRAGE!

According to State Assembly Leader Robin Vos, when dealing with the
State Budget -

"Assembly Speaker Robin Vos is still smarting from last month’s rocky
resolution to the state budget debate, calling three Republican
senators who struck a deal with Gov. Scott Walker to support the
budget “terrorists.”

"That’s what they are,” Vos said in a WISN-TV interview that aired
Sunday. “You don’t hold somebody hostage for your own personal
needs.”"

https://arrestrecordsofracinewipublicofficials.wordpress.com/2019/03/21/popcorn-king-state-assembly-leader-r-robin-vos-asserts-his-fifth-amendment-privilege/

It is apparent that Mayor Cory Mason has also held City of Racine
Taxpayers hostage for his own personal need to increase the Mayor's
office from 3 to 5 positions at an additional cost of $276,355! By
State Assembly Leader Robin Vos's definition of Terrorist - City of
Racine Mayor Cory Mason is a Terrorist - and the members of the Common
Council who approved his budget are Terrorists by association.

Meanwhile..... more despicable actions in The City of Ill Repute.....

From JT:

RACINE — A Racine woman indicted by a federal grand jury for
embezzling more than $775,000 from her late father’s Racine law firm —
and using it to fund a gambling and drug problem — was sentenced
Wednesday to serve 21 months in prison.

Kathleen A. Fetek, 56, originally pleaded not guilty to a single count
of mail fraud, but later pleaded guilty to the charge on Nov. 1. In
addition to prison time, Fetek will be on supervision for three years
after her release. She was also ordered to pay $788,277 in
restitution.

"Why Kathy Fetek felt she had the right to take money from anybody ...
is truly despicable."

            Fraud victim's testimony

Likewise - City of Racine Mayor Cory Mason also feels he has the right
to take more money from taxpayers to increase his office from 3 to 5.
If he knew he couldn't handle the job - why then did he run for
elective office, and why did the Common Council "sell out" the
taxpayers and allow this outrageous increase? Every single one of you
who voted for the Mayor's budget SOLD OUT your Electors! And thus you
also held City of Racine taxpayers for your own personal needs and by
the definition of State Assembly Leader Robin Vos, are Terrorists.

I think that at City of Racine Hall there is a substantial problem
with embezzlement, gambling with taxpayer money, and even drug abuse -
ala Tim Tompkins and other unnamed/untested individuals. Truth must be
hidden from Taxpayers in Racine Mayor Cory Mason's secret government
and colluding courts. Coryuption rules the City of Ill Repute.

Sincerely,

Tim & Cindy

Florida Man Googles self to find out which Florida Man he is

ORLANDO, Fla. (AP) — It turns out there's a "Florida Man" in all of us.
A social media challenge is encouraging people to look up what version of Florida Man they are based on their birthdays.

Florida Man has become shorthand for a unique brand of news story mined from the Sunshine State that usually involves guns, drugs, booze or reptiles — often in startling combination.

The challenge asks people to run their birthday and "Florida Man" through a search engine to find out which Florida Man headline pops up. Then, like all good things, they must post the result on social media.

The challenge has become a social media sensation, which isn't surprising given that the Florida Man concept crept into the nation's consciousness with the @—FloridaMan Twitter account in 2013.

The Twitter account, with the tagline "Real-life stories of the world's worst superhero," has been home to recent headlines such as "Florida Man Fire Bombs Garage That Impounded His Car, Hits His Own Vehicle" and "Florida Man Tried to Pay for McDonald's With Weed."

Incumbent Tate and challenger Jarstad vie for 3rd District seat

Tate
Jarstad
RACINE — Alderman John Tate II, who has been a vocal, active member of the council since he was elected in 2017, is aiming for second term serving the 3rd District on the City Council.
Tate ran for Mayor Cory Mason’s former seat in the Legislature last year and lost to Greta Neubauer and is most well-known for putting the marijuana referendum on the city’s ballot last fall and authoring the directive to Racine Police Department to issue citations for first-time marijuana possession under 25 grams.
His challenger, Ricky Jarstad, a Neighborhood Watch volunteer, is running for office for the first time and said he would represent those who do not approve of the direction the city is taking.
Residents will get to choose between the two on April 2.
The 3rd District is roughly bounded by Sixth Street or Kinzie Avenue on the north; West Boulevard, Washington Avenue or Taylor Avenue on the west; 21st Street on the south; and Racine Street or the Union Pacific Railroad tracks on the east. To see a map of the district, go online to: www.cityofracine.org/CityAlderman/
Racine aldermen serve two-year terms with an annual salary of $6,899.
The candidates provided some information on their backgrounds and insights into why they are running.
What do you think about the general direction the city is taking?
Jarstad: Most people I have spoken with in the 3rd District and city do not approve the direction the city is taking. Cuts to services, crumbling roads/alleys, bloated debt, serious racial inequality, expanding government secrecy, and tone-deaf city leaders are what I heard most often from neighbors across the district. As a real person, I heard loud and clear their concerns and I will take positive action on their behalf. No one will be left behind.
Tate: For the first time in a long time, the city is moving in a direction where tangible positive progress can be observed. With increased cooperation between the city, surrounding municipalities, and the county, we’re able to address systemic issues that go beyond the limited reach of city government. It is also extremely critical that city leaders establish policies and provisions to ensure that this period of growth and investment is of the benefit of all residents.
What do you think about the city’s recent actions on marijuana possession? Specifically what do you think about the City Council’s recent marijuana directive ordering the Police Department to issue citations, rather than charges, for first time possession offenses for less than 25 grams?
Jarstad: While it was passed in good faith, each officer still has the discretion on whether to charge with the state statute or city ordinance for cannabis possession. The mayor and police chief also set the priorities of city law enforcement so it is them who need to set concrete policy within the RPD. Racine also needs leaders who will personally lobby state leaders in Madison for genuine cannabis reform, beyond just partisan lines.
Editor’s note: Both City Attorney Scott Letteney and Police Chief Art Howell have confirmed that the directive is Racine Police Department policy as of Jan. 17, so charging decisions are not at an officer’s discretion.
Tate: The council’s actions are completely within the bounds of the state statute, which grants municipalities authority to 1) regulate first-time possession offenses 25 gram or less, and; 2) issue lawful orders to the police chief. Further, this is a matter of maximizing law enforcement’s limited resources. Their role is too critical to the safety of the community to be spent on minor marijuana possession. And perhaps most importantly, the Council’s actions are a direct reflection of the will of the people, which is what should happen in a functioning representative democracy.
How would you like to see the city address poverty and high unemployment?
Jarstad: Residents need to be offered genuine opportunities for jobs of the 21st century to thrive and succeed in our community. Apprenticeships and meaningful recruitment drives should be regularly held. The city should also continue to partner with technical colleges to expand opportunities for residents.
Tate: The city must be a leader in setting equitable standards for employment. That means paying a living wage, ensuring that city contractors do the same, and setting workforce inclusion standards for major city projects. The city is currently investing in worker training programming through RCEDC. We must also prioritize Racine-based training programs, such as First-Choice Apprenticeship and Racine Vocational Ministries, as they have been most consistently and effectively working to grow and train our workforce.
How would you like to see the city handle transparency in local government?
Jarstad: One of my reform plans is to create a citizens board for government accountability. The board, which will remain independent from City Hall, will be made up of ordinary citizens who investigate complaints and give their recommendations to the city. Residents of Racine crave honesty and integrity from our city leaders. I will champion it!
Tate: The city can always be more proactive in communicating its plans and actions with residents. Failure to do so can engender feelings of distrust and lack of confidence in government processes. Including a break down of how taxes are divided by the various taxing bodies in tax bills is a good example of proactively informing residents of how their government works. Further, the city should begin to broadcast various committee meetings in the same fashion as the council meetings, as this is where ideas and polices are discussed in much greater detail.
What do you think is the most important issue facing the city and how will you help address it?
Jarstad: The most important issue facing our community today is trust. Residents are growing distrustful of polished politicians. And I hear you. As an independent voice, I am not answerable to any political party or special interest. I will be answerable to residents first and foremost and will take positive and meaningful action on your behalf, making decisions that represent a balance between the will of the people and public safety, and without regard for party politics and personal agendas.
Tate: Racial inequality and inequity. As the third worst city for black people in America, the City of Racine cannot be successful, if major segments of its population are suffering. Racial disparities in health care outcomes, crime, and poverty are all inextricably linked by the underlying systemic racism upon which some of our federal, state, and local policies are established. Any real solution to one must include a solution to the other, and must acknowledge the role that racial prejudice has played in creating the problem.
Three direct solutions are: establishing a federally qualified health clinic so individuals and families can receive the physical and mental health care they need without fear of bankruptcy or deepening poverty; re-establishing the $1 home program from the mid-’90s, which allowed individuals and families to own property, repair the property with low-interest city loans, and build generational wealth and equity; and to continue funding and recruiting for worker training programs and enforce compliance with the Racine Works ordinance.

Smoking strong pot daily raises psychosis risk, study finds

LONDON (AP) — Smoking high-potency marijuana every day could increase the chances of developing psychosis by nearly five times, according to the biggest-ever study to examine the impact of pot on psychotic disorder rates.

The research adds to previous studies that have found links between marijuana and mental health problems, but still does not definitively pinpoint marijuana as the cause.

Psychotic disorders — in which people lose touch with reality — are typically triggered by factors including genetics and the environment. But experts say the new study’s findings have implications for jurisdictions legalizing marijuana, warning they should consider the potential impact on their mental health services.

“If we think there’s something particular about (high-potency) cannabis, then making that harder to get a hold of, could be a useful harm-reduction measure,” said Suzanne Gage, of the University of Liverpool, who was not connected to the new study.

Northern lights might put on a Saturday night show in Wisconsin skies

From JSOnline:

The northern lights splash the sky over Lake Superior in Minnesota. (Photo: Explore Minnesota/Jonathan Dyess)

Scientists predict a solar storm this weekend, meaning the people in Wisconsin might be treated to a northern lights display.

The National Oceanic and Atmospheric Administration expects a geomagnetic, or solar, storm to peak Saturday, with the aurora borealis potentially visible across the country from New York to Wisconsin to Washington state.

Aurora borealis (aka northern lights) are caused by electrons colliding with the upper reaches of Earth's atmosphere. There's an energy release in the form of light. In best-case scenarios for onlookers, splashes of pink, green, yellow, blue and violet fill the night sky. (For a more in-depth explanation, the NOAA has you covered.)

The National Weather Service forecasts call for clear or mostly clear skies Saturday night around Wisconsin. To get the best look, avoid cities or other areas with light pollution.

There's a chance the lights will be visible Sunday night, too, but it's less likely than Saturday.

Four for Fridays!

Good morning everyone I can not believe it is Friday already. Drew has been off all week and we have the Grandkids they have Spring Break this week. I hope you have enjoyed your week. Here are your questions.

1) Can you believe Spring is here?

2) Are you ready to get out of hibernation?

3) Are you ready to see the leaves on the trees?

4) Are you ready to hear all the birds singing?

Have a great weekend and enjoy the warm weather this weekend!

"Weidner to run as write-in for mayor"

  • RACINE — Alderman Sandy Weidner is in the process of registering as a write-in candidate for mayor against current Mayor Cory Mason.

Weidner said that she had not intended to run but has been told by supporters that they intend to write in her name on April 2. In response, she's decided to register.

"I'm really quite surprised and honored by the level of support that persists out in the neighborhoods, and registering as a write-in candidate is a way of ensuring that anyone who votes for me will have their vote count," Weidner said via email. "I personally do not intend to 'campaign,' but if it turns out that I receive the votes, I am hereby announcing that I will accept the responsibility to serve."

Weidner, who has served as alderman of the 6th District since 2000, and Mason jostled for the position in October 2017 during a special election held after former Mayor John Dickert announced he was stepping down. Mason, who had served in the Legislature for 10 years, received 964 more votes than Weidner.

How the Subsidy from High-Priced Exported Oil Works

Oil is a strange resource. The cost of oil production tends to be quite low, especially for oil exporters. The selling price is based on a world oil price that changes from day to day, depending on what some would call “demand.” The difference between the selling price and the cost of extraction can make oil exporters rich. In a sense, this difference might be considered an “energy surplus” that is being distributed to the economies of oil exporters. The greater the energy surplus being distributed, the greater the quantity of goods and services (made with energy products) that can be purchased from outside the country with the hard currency that is made available through the sale of oil.

    Dear Madame Zoltar

Hello, my spring robins!  How are you?  Happy spring!!! It's warmed up (a little) outside and much of our s-word has melted.  Hurrah!  Of course, this is Wisconsin, so it might still snow or get cold.  But it won't last long.  Winter here is so depressing.  For the most part, I hide at home unless a client needs me.  I don't even like to go shopping in the winter.  I know, I should be in Florida or Arizona, but I started my business here and most of my clients are nearby.  I'd have to start all over down south.

Have you heard the latest?  Racine is now partnering with Foxconn.  That means that if they go belly up, as they have a tendency to do, we go with them.  Mr. Mayor Butterball has sold us out.  I wonder what his take is?  Anyway, maybe the Common Council won't approve the deal.  Yeah, right, and it might rain $100 bills.  The CC will rubber stamp the move and then we're on the hook.

Foxconn seems to change direction weekly.  First they want this, then they want that.  They've already stated that they won't meet their promise of employment numbers.  Heck, maybe they'll just import their own workforce.  They can live and sleep at Foxconn.  Go for it, Mr. Gou.

We've also received the study of the police department that Mayor Butterball commissioned.  Only $150,000 for a report that says things are going OK.  My God, do you know what they could do with that money in the poorer parts of the city?  Mayor Butterball is a leader in urinating away tax dollars.  He has more assistants than Carter has little liver pills.  Everybody around the mayor gets rich at taxpayer expense.  Money is no object to Mayor Butterball because it isn't his.

You can bet that Mayor Butterball doesn't stress out paying his property taxes now that he's had the assessed value of his home set at $400,000 less than all the other homes nearby.  If I was one of his neighbors, I would have complained like crazy.  They probably don't even know.

In fact, I'd argue that the vast majority of Racine citizens don't know.  If you read only the print edition of the paper, you're led to believe that everything is hunky-dory in local government.  I bet less than 1% read the online version.  That's where you learn the most about the scams and corruption in Racine.  When you have a lying mayor, lying assistants, lying department heads, etc., it's very difficult to ascertain the truth.  As long as they're making a living, most people don't want to get involved.

Hey, how about that MM rebuilding project?  Cornerstone Paving really messed up.  They're blaming everyone but themselves for the huge delays in the work.  I can't imaging living on MM.  What an unmitigated mess.

I love you all.  Thank you for reading my blog this week.  madamezoltar@jtirregulars.com

Enjoy the warming weather.  We still have a way to go, but blooming trees and shrubs, flowers, and grass are on the way.   Along with "soda and pretzels and beer," eventually.  Stay positive and keep on smiling.  That's what I do.  Otherwise I would cry.

    Pardon My Bracketosis

    From The Shepherd Express:
I’m Art Kumbalek and man oh manischewitz what a world, ain’a? So here we go again in that I hope you had a safe and uneventful St. focking Patty’s Day-long bender. Yeah, St. Patrick’s Day? It’s more like St. Patrick’s month-and-a-focking-half stinking up the air of my early springtime. Yeah, that stupid focking holiday during which every Tom, Dick and O’Knobshine likes to pretend they’re Irish even if they’re capable of holding a steady job for longer than a day or two. Go figure.
I’ve got not much truck with all the fake Gaelic gaiety of drinking verdant beer the day long ’til the pukin’ o’ the green puts the nightcap on a fun-filled festive holiday celebrated by drinking cheap beer from the crack of dawn to the crack of your face-down head on the pavement, what the fock.
I get confused by this whole damn folk-fair ethnic thing all the time ’round our town these days. I mean, Irish, Scottish—one of this bunch of guys wears skirts, and one doesn’t ’cause I guess they’re too busy selling their kids for whiskey; does it really matter which? Is not a cultural heritage a cultural heritage and should we not respect it as such, in this day of the age?
Fock if I know. But I do know this: We got an America’s Dairyland election for our state’s Supreme Court coming up like a bad burrito on April 2. You betcha I thought about tossing my cap into that ring. But then I wondered why would I choose to serve only Badgerland as a state Supreme Court justice for about $146-grand a year when maybe I could serve the nation as a U.S. Supreme Court justice for about $255-grand each and every year? Hey, you tell me.
And it’s quite possible that Trumpel-thinskin could get a shot at filling up at least one hole on our country’s high court before he gets locked up in some kind of institution. (You know, I really miss Barack Obama. Hope things are going well for him back home in Nairobi.)
When that time comes that any president seeks an appointee, I hope he or she recalls that I was nominated for Milwaukee County reserve juror duty the other year. I never did get called, but I’m thinking that my willingness to serve, so as to dispense some hardline justice at the drop of a hat will have caught that president’s eye.
(You know, you don’t have to be lawyer to be on the U.S. Supreme Court. And even if you were, let me ask you this: What do you call a lawyer who doesn’t know the law? A judge. Ba-ding!)
As a service to our country, number one on my agenda as a justice would be to seek a way to remove all members of the Republican Party from political office. My judicial philosophy would be “Constitution, Schmonstitution!” The same philosophy a bunch of Supreme Court justices used to put George W. Bush’s bumbling lying ass in the White House a while back.
And speaking of lawyers, I’m reminded of a little story:
The madam opened the brothel door and an elderly man asked to see Nadine. The madam said, “Sir, Nadine is one of our most expensive ladies, perhaps someone else...” But the man interrupted and insisted to see Nadine, who happened to appear and announce to the old man that she charges $1,000 per visit. The man immediately reached into his pocket and handed her 10 $100 bills. The two went up to a room for an hour, after which the man calmly left.
The next night, he appeared again, demanding to see Nadine. Nadine said that no one had ever come back two nights in a row and that there were no discounts—it was still $1,000 a visit. Again, the elderly man took out the money, the two went up to the room, and an hour later he left.
Of course, he showed up a third consecutive night. He handed Nadine the money, and up to the room they went. At the end of the hour, Nadine was curious: “No one has ever used my services three nights in a row. May I ask where you are from?” “Kalamazoo,” the man said. Nadine said, “Really? I have family there.” And the man said, “I know. Your father died, and I’m your sister’s attorney. She asked me to give $3,000 to you.” Ba-ding!
Anyways, I got to run so I can use up as much company time as possible so’s to fill out my NCAA basketball tournament goddamn grid. And I got a hot tip for any of you’s who may find themselves floating in the same bracket pool as yours truly: Pencil in Farleigh Dickinson to cut down the final-game nets, I kid you not ’cause I’m Art Kumbalek and I told you so.

Cops Claim Teen Committed Suicide During Traffic Stop While Cuffed With Hands Behind Back

Sarah Wilson’s parents say police killed her. Police claim Wilson somehow produced a gun out of nowhere, put it to her mouth and committed suicide during a traffic stop. Even more unbelievably, they say the 19-year-old did all of this while she was handcuffed with her arms behind her back.

In July 2018, Sarah Wilson, who is white, and her boyfriend, 27-year-old Holden Medlin, were stopped by police in Chesapeake, Va., according to WRIC. Police say Medlin turned combative and took off running after the police found drugs in the car. When the officer who handcuffed Wilson left her sitting in her boyfriend’s passenger seat and went to help his partner, police claim the teen retrieved a gun that was hidden in the car that somehow escaped the cops’ notice after they had found drugs in the vehicle. While the policemen were tasing Medlin, the officers claim Wilson “contorted” her body, and—still handcuffed—put the gun in her mouth and fired.

    #148: Where now for energy?

    WHY SUBSIDY HAS BECOME INESCAPABLE

What happens when energy prices are at once too high for consumers to afford, but too low for s
suppliers to earn a return on capital?

That’s the situation now with petroleum, but it’s likely to apply across the gamut of energy supply as economic trends unfold. On the one hand, prosperity has turned down, undermining what consumers can afford to spend on energy. On the other, the real cost of energy – the trend energy cost of energy (ECoE) – continues to rise.

Meet the Foxhounds: UW-Madison group forms in opposition to Foxconn

In early February, as a UW System Board of Regents meeting began, Foxhounds members dropped banners in Union South. Within minutes, officials told them flyers and banners are not permitted in Union South except for a few reserved tables.
MADISON — They call themselves “Foxhounds,” evoking imagery of a small pack of dogs sniffing around to root out their prey.

The small coalition of mostly UW-Madison graduate students formed in opposition to Foxconn Technology Group’s partnership with the university. They say the agreement is too cozy of a relationship between a for-profit corporation under scrutiny for its labor practices, environmental record and failure to deliver on promises, and a public university governed by a principle of public service benefiting the entire state.

Recent reports about the company’s shifting plans, including a Foxconn executive acknowledging that the bulk of jobs at the Mount Pleasant facility will be for research and engineering rather than blue-collar manufacturing, are seen by some as more potential job opportunities for college graduates.

    https://pseudoastro.wordpress.com/2011/06/28/the-magical-hyperbolic-tetrahedral-geometry-of-19-5%C2%B0-latitude/

Take a tetrahedron (4-sided solid made of four equilateral triangles)
and put it in a sphere such that each point of the pyramid touches the
inside surface of the sphere. Draw a straight line through the center
of the sphere such that one end of the line intersects a point of the
pyramid; think of this line as the polar axis, and now orient it in
your mind so that the line that goes through the pyramid point is
down. Now draw a line around the circle’s equator. Now, if you take
the angle between the equator, the center of the sphere, and one of
the three non-pole points of the pyramid, you get 19.5°.

    Heros of Racine

    Dear City of Racine Alderpersons,

A voice of sanity, logic and rational thinking suddenly bursts upon
City of Racine, Courtesy of Mr. Van Carson:

     From the JT:

    https://journaltimes.com/news/local/end-of-collecting-child-support-birth-costs-proposed-in-evers/article_31cbb507-f359-57da-82df-3d8f16307329.html#tracking-source=home-top-story

RACINE — "Gov. Tony Evers’ proposed budget, if adopted in its current
form, could change how much parents have to pay in child support by
potentially eliminating the birth costs that some fathers pay.

Eliminating the cost would leave a budget hole, but could help
decrease the state’s black infant mortality rate by eliminating a
    barrier to prenatal care.

Currently, when a woman gets pregnant many times medical expenses will
be covered through the state’s Medicaid program.

If child support is needed from the father, as part of the father’s
payments he will need to repay those birth costs, although there was a
provision recently enacted that stopped the practice of recovering
birth costs if the mother and father live together and are both
    supporting the child.

The amount typically charged for birth costs in Racine County is
$1,600, according to Jeff Leggett, Racine County’s director of child
    support services.

In 2018, Racine County’s Child Support Office collected a total of
$711,127 in birth costs, with 85 percent going to reimburse the
Medicaid program, $604,458, and 15 percent staying with the county,
    $106,669, according to Leggett.

Leggett said if the collection of birth costs was eliminated,
officials would have to figure out how to fill that budget hole in
    another way.

Evers’ proposed state budget includes some additional budgeted funds
for child support agencies — $750,000 for fiscal year 2020 and $1.5
million for fiscal year 2021. However, the state budget does not
include an estimate on how much revenue the state would lose not
    collecting the Medicaid birth costs.

Van Carson, who works for Racine Focus on Fathers, a fathers program
ran through the George Bray Neighborhood YMCA, said, even though child
support can be expensive and the birth costs add to that, he doesn’t
think the birth cost collection should be eliminated.

“It’s expensive to be a human. It’s expensive. It comes with cost,” Carson said.

He said those people who have children need to understand that “recess
is over,” and need to take responsibility and get a job".

    As it should be.

And those jobs shouldn't be taxpayer funded "make work" as in City of
Racine Mayor Cory Mason's expansion of the Mayor's Office from 3 to
five at a cost of $300,000!

    Is Michelle Michael?

    Oh boy!

Barack Obama’s half brother, Malik, took to Twitter on Thursday to ask
    if Michelle is actually “Michael”.

        Is Michelle Michael?

        — Malik Obama (@ObamaMalik) March 14, 2019

“Is Michelle Michael?” Obama asked, referring to a conspiracy theory
that the former First Lady is actually a man.

In 2017, Alex Jones claimed to have proof that Michelle was male.

    The Independent reported:

In a 12-minute video, the Infowars host analyses footage and photos
which he believes prove Ms Obama has a penis.

“Since the early days of the Obama administration, citizens across the
board have studied videos and photos of Michelle Obama and said that
she is a man,” the shock jock said.

“And even [Barack] Obama has called her over and over again Michael.
But new shock footage has emerged that is being censored off the
internet as fast as you can upload it.”

It’s not the first time Malik has made things uncomfortable for his
    brother on social media.

In 2017, Malik Obama tweeted an image of what appears to be Barack’s
    birth certificate.

Except it’s not from Hawaii, but rather Kenya.
