Racine declares apartment complexes and bar to be nuisance properties

RACINE — The City of Racine has formally declared four properties as nuisances, citing repeated building code violations and a "significant volume" of police calls.

In the past 60 days, the city has recorded 33 police calls and 11 building code violations at the Mitchell Wagon Factory Lofts, 815 Eighth St. 


The Mitchell Wagon Factory Lofts at 815 Eighth St., the Arcade Apartments at 413 Main St., and bar and restaurant Mahoffers on Main at 236 Main St. were declared nuisances this week. Last month, the city declared McMynn Tower Apartments, 110 Seventh St., a nuisance property.

In the past 60 days, the city has recorded seven police calls and 45 building code violations at the Arcade Apartments, 413 Main St.


In the past 60 days, the city has recorded 33 police calls and 11 building code violations at the Mitchell Wagon Factory Lofts, and seven police calls and 45 building code violations at the Arcade Apartments.

McMynn Tower has received more than 800 police calls since 2022.

According to the city, the ongoing building code violations and public safety issues at the properties "have reached a point where formal action is necessary to protect residents and the surrounding neighborhoods." 

City departments have attempted multiple interventions to resolve the issues at the Mitchell Wagon Factory Lofts and the Arcade Apartments, but the conditions have persisted, according to a news release.

With the nuisance declarations now in place, all properties must provide formal abatement plans to the city that outline specific corrective actions and timelines to address outstanding safety violations, reduce police-related incidents and ensure the properties are managed responsibly going forward.

The Mitchell Wagon Factory Lofts and the Arcade Apartments are both owned and managed by The Michaels Organization, a national housing operator based in Camden, New Jersey. The company is not affiliated with the Wisconsin-based Michels Corporation.

If the property managers do not meet the requirements laid out in the abatement plans, the city may pursue further enforcement actions, including municipal citations, cost recovery or additional legal remedies permitted under city ordinances.

"We expect The Michaels Organization to correct these issues quickly and demonstrate a renewed commitment to the people who live in their buildings," Mayor Cory Mason said in the release.

Unacceptable behavior

The police have received more than 50 calls for service at Mahoffers on Main since the establishment opened in July, with the calls including physical fights, disorderly conduct and loud music complaints, according to the city. Several of the incidents were categorized as "serious" and required "significant police response."

Mahoffers on Main, 236 Main St., has had more than 50 police calls for service since opening in July, according to the City of Racine.

Racine Police Chief Alex Ramirez said the police department expects business owners to "operate responsibly and to be good neighbors in our community."

"This owner has not demonstrated that level of responsibility," Ramirez said in a statement. "The volume and nature of these calls — some of them serious — are deeply concerning from a public safety perspective. This behavior is not acceptable, and it places an unnecessary strain on police resources."

Racine man sentenced in child sex crimes case

RACINE — A Racine man was sentenced to prison Tuesday in connection to allegations of sexually assaulting a child.

Larry Bergey, 52, was charged April 15 with one count of first degree sexual assault of a child younger than 13 and one count of exposing genitals. The criminal complaint was amended April 21 to additionally include one count of incest with a child.

Bergey pleaded guilty to the second and third counts. The sexual assault charge was dismissed but read into the court record.

He was sentenced to 15.5 years in prison followed by 12 years of extended supervision.

Bergey previously pleaded not guilty in June.

Allegations

According to a criminal complaint, officers from the Racine Police Department were sent to an elementary school in March in response to allegations that a child had been sexually assaulted.

RPD interviewed the child, who reportedly alleged that Bergey sexually assaulted her and “told her not to tell anyone.”

In an April 14 statement, Bergey allegedly said he had “an incident” with the child weeks earlier, during which he touched her genitals and exposed his genitals to her.

According to the complaint, Bergey also reportedly described a different occurrence with the child’s sister.

Bergey allegedly admitted to taking a photo of the sister’s genitals for “medical purposes,” and to sending the photo to an Oak Creek man, from whom Bergey said he received child pornography.

According to the complaint, Bergey reportedly said the man would text him ideas of what to do with the children and discussed incest and fantasies regarding underaged girls.

Racine police investigating two fatal weekend shootings

RACINE — The Racine Police Department is investigating two homicides that occurred over the weekend.

About 4:17 a.m. Saturday, officers responded to the 400 block of 10th Street after a report of shots fired.

At the scene, officers learned that a 26-year-old man suffering from a gunshot wound had arrived at Ascension All Saints Emergency Room.

The man died as a result of his injuries.

About 5:28 p.m. Sunday, officers responded to the 1100 block of Washington Avenue after a report of shots fired.

They found man suffering from multiple gunshot wounds.

He was taken to Ascension All Saints Emergency Room, where he died as a result of his injuries.

RPD is asking anyone with additional information about these incidents to call the Investigations Unit at 262-635-7756.

FBI multi-year drug investigation in Milwaukee and Racine leads to 22 arrests, drugs confiscated

The FBI announced Oct. 22 that a multi-year investigation has led to the arrest of 22 people it says are connected to an international drug cartel operating in Milwaukee and Racine.

According to a news release from the FBI's Milwaukee office, an investigation named "Operation Chalkline" resulted in the seizure of more than 260 grams of fentanyl, 4 kilograms of cocaine, 1.5 pounds of methamphetamines, 6 pounds of marijuana, 23 firearms and three vehicles.

The investigation was led by a Mount Pleasant Police Department officer as part of the FBI Milwaukee Area Safe Streets Task Force. The task force includes officers from the Mount Pleasant, Caledonia and Racine police departments, and the Racine County Sheriff's Office, according to the news release.

Other local, state and federal law enforcement assisted in the operation, which included 14 SWAT teams, according to the FBI.

The 22 suspects were arrested on federal charges, according to the FBI. The FBI did not specify when the arrests were made, or the names and specific charges.

RPD seeking information after 3 teens shot near Tyler Domer Community Center

RACINE — Three teenage boys were shot Thursday night near the Tyler Domer Community Center, according to the Racine Police Department.

When officers arrived at the center at 2301 12th St. shortly after 6 p.m., they reportedly found a 14-year-old boy and two 16-year-old boys suffering from gunshot wounds.

Both 16-year-olds were taken to Children's Hospital, according to a news release from RPD, and the 14-year-old was treated at and released from a local hospital.

Police did not have updates on the status of the 16-year-olds' injuries as of 9:30 p.m. Thursday.

3 teenagers injured in shooting outside Racine community center

Three teenagers were injured in a shooting Oct. 16 outside a Racine community center.

According to the Racine Police Department, officers were called at about 6:10 p.m. to the Tyler Domer Community Center, 2301 12th St., for a report that multiple people had been shot.

A 16-year-old boy suffered multiple wounds and was flown to Children's Wisconsin Hospital. Another 16-year-old boy was taken by ambulance to Children's Wisconsin for a gunshot wound to his foot, and a 14-year-old boy with a thigh wound was treated at Ascension All Saints Hospital in Racine and released, police said.

Racine Police Sgt. Alicia Mitchell said she didn't have any updates on the hospitalized victims' conditions as of the morning of Oct. 17.

The shooting happened during an altercation, police said. An investigation is ongoing.

Boy and girl accused of threatening to "shoot up" Racine Christian School

RACINE — Two 12-year-olds were arrested Wednesday after allegedly making threats to “shoot up” Racine Christian School.

About 7 a.m., officers were notified of threats to the school, located at 912 Virginia St.

School administration canceled classes, and Racine Police Department personnel contacted both suspects.

The initial investigation determined that it was unlikely that the boy and girl would have easy access to firearms, but some items that were found —including a map of the school — were cause for concern, according to a Racine Police Department press release.

The boy and girl were taken to juvenile detention and face charges of making terrorist threats and disorderly conduct.
