KENOSHA — The Wisconsin Department of Justice Division of Criminal Investigation has named a suspect in the Saturday shooting of a Kenosha Police officer.

Investigators are looking for Jonathan T. Massey, 29, of Kenosha. Charges of attempted first-degree intentional homicide, possession of a firearm by a felon and two counts of bail jumping have already been filed against Massey, who remained at large as of Monday afternoon.

"Massey is presumed to be armed and dangerous and his whereabouts are unknown," the DOJ stated.

Anyone who comes in contact with Massey or who knows where he is should immediately call 911.

Anyone with information about the shooting or the suspect is urged to call the Kenosha Police Detective Bureau at 262-605-5203. Callers can remain anonymous by calling the Kenosha Area Crime Stoppers at 262-656-7333.

The officer who was shot, who has not yet been publicly identified but who police said is 30 years old and has been a member of the department for two years, required surgery after reportedly being shot through the abdomen.

The officer was reportedly pursuing the suspect following an alleged vehicle break-in on the 4600 block of Sheridan Road at about 4:30 a.m. Saturday when the shooting occurred.

When the officer approached Massey, police say that Massey pulled out a gun and fired at the officer. The officer returned fire. Massey fled, according to police.

Shortly thereafter, police radio indicted that the officer was reported down at 50th Street and 13th Avenue, just north of the Boys and Girls Club of Kenosha.

Law enforcement officers from the Kenosha County Sheriff’s Department, Pleasant Prairie Police Department and Wisconsin State Patrol also responded to the scene of the shooting, along with a K9 unit which searched the area.

The DCI is leading the investigation and is being assisted by the Wisconsin State Crime Lab and  State Patrol. A news release states that evidence continues to be reviewed and they will turn that information over to the Kenosha County District Attorney when the investigation is completed.

Kanye West's campaign says he belongs on the ballot even if he filed nomination papers 14 seconds late

From JSOnline:

Daniel Bice
Milwaukee Journal Sentine

Kanye West's presidential campaign in Wisconsin may be coming down to a matter of crucial seconds.
West's campaign is arguing he belongs on the presidential ballot in Wisconsin even if his campaign turned in his nomination signatures 14 seconds after the 5 p.m. on Aug. 4.
The 23-page document, filed Monday, says a state Elections Commission staffer told a West campaign aide that she turned in the nomination papers 14 seconds after the deadline. State law says the papers had to have been filed by "not later" than 5 p.m.
"The statutory provision does not distinguish between minutes and seconds," lawyer Michael Curran of Spring Green said in the filing.
"For the average observer, arriving before 5:01 p.m. is arriving 'not later' than 5 p.m. The phrase 'not later' is particularly instructive in that it indicates the presumption that the seconds from 5:00:00 to 5:00:59 are inclusive to 5 p.m. As the statute states '5 p.m.,' for something to be filed later than '5 p.m.' it would have to be filed at 5:01 p.m."
What BS.  In other words, because Kanye West is a mentally ill celebrity, the rules don't apply to him.

Contact tracing contract vetoed, residency requirement reduced to 40%

From The Journal Times.com:

RACINE — A contract for hiring contact tracers, which the City Council amended to require 80% of contact tracers to reside in the City of Racine, was vetoed by the mayor and the resident requirement reduced in order to have some of those contact tracers ready to start on Monday morning.
Ironically, the uncertainty caused by the amended contract lead to one applicant, who is a city resident and had hoped to start on Monday, to accept a different job offer.

Unintended consequences

The city was awarded a total of $933,257 in grants from the state to address the COVID-19 pandemic. Out of that total, the Racine Health Department requested that the two largest grants, which include a $688,860 contact tracing grant and a $127,800 testing coordinator grant, should go toward hiring five contact tracers through Maxim HealthCare Services, a medical staffing service.
During a long discussion last week, several aldermen expressed concerns that requiring the contact tracers to be licensed registered nurses might limit how many city residents could apply.
Health Department Administrator Dottie-Kay Bowersox explained that anyone who is not a licensed registered nurse would need to be supervised by one and emphasized the need for the contractors to be able to work independently.

Less than 30 days after approval, Horlick complex redevelopment project breaks ground

From The Journal Times.com:

RACINE — Gold-painted shovels hit the ground Monday morning to celebrate the start of the Horlick Malted Milk complex redevelopment project.
Several city officials, representatives from J. Jeffers and Co. and contractors took part in the ceremonial groundbreaking, which comes almost exactly 30 days after the City Council approved the development agreement with J. Jeffers on July 8.
“I told everyone at that time that we could get started in 30 days,” said Joshua Jeffers, president and CEO of J. Jeffers. “As you can see, I wasn’t kidding.”The project schedule projects it will bring 136 rental units by the end of 2021 and that’s only the first $40 million out of the estimated $100 redevelopment of the complex, which will convert the over 100-year old, mostly-abandoned one-time malted milk factory to a mixed-use development that will include commercial, hotel and dining spaces.
“You have to be a bit of a visionary to see what this could be as opposed to what it is,” Mayor Cory Mason said. “I’m confident that a year from now people are going to look at it and be really excited about how we’re transforming this part of the community.
What the hell does Butterball mean when he talks "about how we’re transforming this part of the community?"  All that he's done is steal and misuse our tax dollars.  He belongs in prison.  Oink, oink, Butterball.

WASHINGTON – President Donald Trump was abruptly removed from the briefing room on Monday during a press conference with reporters because of a shooting about a block away from the White House.
The president was in the middle of his opening statement when an aide who appeared to be a member of the Secret Service came to his side and escorted him off the podium. Trump returned to the room after a few moments and reported that there had been a shooting outside the White House.
"It was law enforcement shot someone, it seems to be the suspect. And the suspect is now on the way to the hospital," Trump said.
Secret Service shot the suspect outside the fence, near the White House, he said. Washington, D.C., officials said that first responders took a man with a gunshot wound to an area hospital. The person was in serious, if not critical, condition.
The U.S. Secret Service said one of its officers was also transported to a hospital.

Chaos In Chicago: Bridges Raised To Prevent Gun-Toting Looters Getting Downtown

From ZeroHedge:

Hundreds of 'mostly peaceful protesters' swept through the Magnificent Mile and other parts of downtown Chicago early Monday, smashing windows, looting stores, confronting police and at one point exchanging gunfire with officers, authorities said.
As The Chicago Tribune reports, officers had stopped several people on Lake Street near Michigan Avenue when shots were fired from a passing car around 4:30 a.m., nearly five hours into the widespread vandalism, according to police spokesman Tom Ahern.
No officers were shot but a squad car was hit, he said. It was not known if anyone in the gunman’s car was shot.
Police made “a lot of arrests” and recovered at least one gun, officials said.
And that escalation, as Summit News' Paul Joseph Watson details, prompted Chicago authorities took the decision to raise all major bridges in an effort to prevent looters reaching the downtown area after a night of chaos.
Luxury department stores were ransacked as hundreds of looters caused mayhem in response to the police shooting of an armed suspect in Englewood.
Police sent to respond to the looting were physically attacked, prompting authorities to raise major bridges in order to keep more people out of the area.

“All bridges are being raised along the river throughout The Loop,” reports CBS Chicago. “Chicago’s Office of Emergency Management announced street closures throughout areas in the Magnificent Mile, Gold Coast and South Loop.”
Numerous bus and train services have also been suspended, while large areas of downtown Chicago are also closed.
Bridges were previously raised last month in an effort to keep Black Lives Matter protesters away from the business district, but the call to do so this time around appears to have come too late.
