California Welfare Cards Used at Casinos

"California welfare recipients withdrew $1.8 million at casino ATMs over eight months" - http://www.latimes.com/news/local/politics/la-me-welfare-casinos-20100625,0,1615510.story

I guess we should be happy that Wisconsin's Quest cards aren't used like this - yet.

I don't understand how things like this happen. They always say that it's bureaucracy and/or not enough funding, but someone, somewhere had to approve the list of debit machines that appeared on the state website. I don't know if bureaucracy is the cause of waste and fraud, but it sure is good at covering it up.

These cards should not be working in any ATM regardless of location. Why would you put cash into someone's hand? That is just asking for misuse, be it drugs or gambling or whatever. It should go as payment for food, housing and heat/utilities. Nothing else. Period!

When I used to work at a supermarket, food stamps were misused over and over again. Lobsters, premium ice cream, top of the line meat and steaks, etc. were purchased. These were things as a working person, I could not splurge on. It was tough to see it happen knowing the taxes coming from my meager check were paying for it.
