"While Bill Bowers appears to brings some serious credibility to the job, it remains yet to be seen if he, like so many other Department Heads at Racine City Hall, will morph into just another John Dickert Lap-Dog and do what he’s told instead of what is right for the Community. His involvement with the troubled Vessels of Houour Church, Inc. must give one pause for concern. Given that influential, well connected, wealthy and Democrat candidate for Governor Mary Burke previously appointed Bill Bowers to a position as Minority Business Development during the Jim Doyle Administration, Mayor John Dickert’s motive must be suspect. And once again – Mayor John Dickert brings in an outsider who does not know Racine intimately. Why does the Mayor so disdain locals who know the community?"

Of course he is an outsider, they are easier to control. They have no knowledge of the corruption and assume that what they are told is true, so it makes it easier for them to play their role in it.
Here is an interesting story - and while there does not appear to be any connections - it's that same old familiar territory - so called "Christian" people getting government money and living' the life.
Christians abscond with taxpayer money
A husband and wife running a private Milwaukee voucher school that abruptly closed last month — after accepting a total of more than $2.3 million in taxpayer money — now live in a gated community in Florida by the beach, records show.
Records show Taron and Rodney Monroe started a new private Christian school this year in Daytona Beach. While the school in Milwaukee was running on fumes, they were telling Florida friends they had experience getting government grants for religious schools.
Now the Monroes, who lost their five-bedroom house in West Bend to foreclosure, have disappeared.
"I haven't seen them since before Thanksgiving," said Bill Vigue, a pastor with a Christian radio show who worshipped with the Monroes in Florida.
The home's ownership was shifted in 2011 from Lifestyle Ministries — the religious group affiliated with the Monroes — to Taron Monroe's name, according to real estate records.
A foreclosure action was filed against the property in early 2013, and the house was sold in a sheriff's sale in November, records show.
Interestingly enough, CCAP shows a Bill and Debra Bowers who were foreclosed on around 2011 in Waukehsa and who were also sued by the HOA.
