Foxconn to buy Ohio plant to make electric vehicles, future for Wisconsin facility uncertain

MOUNT PLEASANT — Foxconn has chosen an assembly plant in Ohio for the initial production of electric vehicles in the U.S., a decision that keeps its Racine County complex from entering electric auto manufacturing, at least in the short-term.

Foxconn announced Thursday it is working to purchase a production and assembly plant from Lordstown Motors Corp. in Lordstown, Ohio to help the Taiwanese conglomerate build electric vehicles for the startup automaker, Fisker. Foxconn and Fisker announced in February they had come to an agreement to make the vehicles.

But the companies did not say then where those vehicles would be made, and some hoped Foxconn would use its existing Wisconsin facility - initially made to build TV screens - as the site for electric vehicle production.

The agreement with Fisker states Foxconn would build more than 250,000 of these vehicles every year, with production to begin in the 4th quarter of 2023. The vehicles would be sold in North America, Europe, China, and India.

On Thursday Foxconn said it had come into a non-binding agreement to purchase Lordstown Motors’ 6.2 million square-foot production and assembly plant in Lordstown for $230 million, according to their initial agreement.

Lordstown has been attempting to begin production of an all-electric pickup truck called the 'Endurance' at the facility. But it appears the company ran out of money.

"Existing automobile manufacturing facilities, infrastructure, employees, and location in Ohio with robust supply chain resources will give Foxconn speed to market that meets our customer’s needs for production by end of 2023," according to a spokesperson for Foxconn.

But Foxconn says there is still potential for similar electric vehicle efforts in Racine County.

"Foxconn’s assets in Wisconsin will continue to serve as a potential location for additional investment for Foxconn’s electric vehicle growth in the United States," the spokesperson said. The company adds that the Racine County facility will continue to be the location for "data infrastructure hardware and Information and Communication Technology production."

Foxconn originally planned to build a Gen 10. 5 LCD facility to produce large screens in Mount Pleasant after former Gov. Scott Walker offered more than $3 billion in tax incentives. But that project was scaled back to a Gen. 6 factory to build smaller screens for phones, TVs, and tablets.

Since then, Foxconn has faced criticism for not holding up to its promise of creating 13,000 local jobs as local and state governments spend hundreds of millions of dollars to usher in what was initially seen as a possible manufacturing resurgence in the state.

Then last October, the Wisconsin Economic Development Corp. announced Foxconn did not qualify for the local and state tax incentives. The WED concluded the company did not hire enough employees or make enough investments in the Mount Pleasant facility, per the agreement the company signed with former Gov. Walker.

Foxconn contends it has hired more than 530 full-time employees and invested $750 million at the facility.

The agreement with California-based Fisker would mark Foxconn's first foray into the production of vehicles. Foxconn is the world's largest contract maker of electronics and a large supplier of iPhones.

We Are One Community: Mount Pleasant Must Stay In Real Racine

 

In January 2021, the Mount Pleasant Tourism Commission ended its contract with Real Racine (formerly the Racine County Convention and Visitor's Bureau). Real Racine functions as the primary tourism marketing organization for all of Racine County, and Mount Pleasant has been a partner municipality since 1983. Mount Pleasant's action to sever the Village relationship with Real Racine will result in a loss of more than sixty percent of Real Racine's operating budget.

It is the agenda of the Village and the Tourism Commission's to use those funds - which are generated through hotel/motel room taxes paid in Mount Pleasant - to build a Village convention center. This plan has not been subjected to an economic impact or feasibility study to determine if building a convention center in Mount Pleasant will be an economically feasible endeavor. Further, the Mount Pleasant Tourism Commission has acted with no public input, oversight, or village wide referenda.

The result of Mount Pleasant's decision to move forward is both selfish and irresponsible. It will virtually destroy Real Racine's marketing and tourism efforts which benefit all of Racine County.

We the undersigned:

Are members of the greater Racine community. We support Real Racine, and their professional tourism and marketing efforts which have served our entire community for decades. We believe we are stronger and more efficient when we work together.

We condemn the actions of the Mount Pleasant Tourism Commission, and demand that Mount Pleasant act immediately to support Real Racine, by renewing the Village Tourism contact immediately.

A Better Mt. Pleasant Sends

Remember how whenever Foxconn got caught changing plans weekly in Wisconsin, they (as well as local officials) offered the same line. The exact same line:
Foxconn "remains committed to creating 13,000 jobs and a $10 billion investment."
Foxconn said it. Jonathan Delagrave said it. Dave DeGroot said it. No one deviated at all.
After a while, they just said "13,000 jobs" and forgot about the $10 billion investment.
It was almost like they all had the same PR firm crafting their statements. We kid. They totally had the same PR firm. In fact Mount Pleasant has paid them a few hundred thousand already.
Anyway, the 13,000 jobs and $10 billion investment is long gone - no says that anymore.
The newest line everyone repeats is:
"Foxconn continues to fulfill its financial obligations under the local development agreement and is proud to be the largest taxpayer in the Village of Mount Pleasant and Racine County,"
Of course, this is no more true than their promise of 13,000 jobs and $10 billion invested. Foxconn has not fulfilled its financial obligations and we're not actually sure they are the biggest property taxpayer in Racine County - we'd expect SCJ to be very, very close.
We're on the watch for the next weasel talking point.

Three years ago Foxconn announced a 10.5 LCD factory in Mount Pleasant that would employ up to 13,000 employees and require a $10 billion investment. Trumpeted as the “eighth wonder of the world,” the “Foxconn Effect” would transform southeast Wisconsin into a technology hub - a virtual Silicon Valley of the Midwest.

Foxconn and local officials kept pumping the 13k employees and $10B investment long after it was clear that wasn’t going to happen. A talking point that defied logic and reality as Foxconn publicly played a game of “what are we gonna make this week?”
Their biggest cheerleader was the Journal Times. Possessed with a publisher who preferred sitting on the boards of RAMAC and RCEDC, the Journal Times fashioned themselves into an integral part of the PR campaign that repeated Foxconn’s talking points instead of actually asking questions about a deal that was always too good to be true.
Not only is Foxconn not creating the facility, jobs and investment which are clearly spelled out in the local agreement, they have missed the land improvement agreements stated in the contract for the last two years which were intended to create $1.4 billion in assessed value by January 1, 2022.
There is actually no financial obligation Foxconn has honored except paying their property taxes, which makes them exceptional to no one in Racine County who also pays their property taxes every year.
According to the Journal Times, the plaintiff in the lawsuit is understood to be greedy. Just like all the residents who lost their houses for nothing were greedy when the Village filed eminent domain actions against them and they dared complain. The Creuzigers, who didn’t much want their house torn down for a road that was hundreds of feet away, were greedy too when they filed a restraining order against the Village. The Journal Times forgot to tell you the Creuzigers won.
Everyone was greedy except the attorneys, appraisers and consultants who made millions moving people out, and clearing the land for a factory that wasn’t happening. Meanwhile, Mount Pleasant and Racine County continued to spend hundreds of millions of dollars. Money that the State says we are unlikely to ever recoup.
Sitting in an office at Village Hall is the Foxconn Project Manager, he earns $240,000 a year - twice the salary of the Governor of Wisconsin. While he is paid with public dollars, he actually works for a Foxconn contractor, making his interests more than a little questionable. You’ll never see a story in Journal Times that questions the appropriateness of his salary and position - because he’s the first person they go to to get a quote that supports Foxconn’s less than transparent plans in Wisconsin.
The people of Racine County should thank Mr. Hintz for being willing to say what our own newspaper won’t say. Foxconn has lied from day one. Mount Pleasant and Racine have obligated nearly $1 billion into that lie. Foxconn must be held accountable.

Nothing is a coincidence. Especially when it comes to raising taxes. After years of avoiding a county-wide sales tax, why now? The reason is simple. Foxconn.

Mount Pleasant and Racine County are on track to borrow nearly $1 billion for the white elephant in the cabbage patch and the credit card is maxed out. Both have had their credit ratings dropped because of borrowing with explicit warnings they were on thin ice.

With a staggering loss in state revenue because of the coronavirus pandemic, state funding to local municipalities is looking to be sparse. Property taxes are at the top of their legal limit and village trustees and county supervisors just can’t bring themselves to cut costs - $305,000 for a brand new armored rescue vehicle for the Sheriff. Seriously?

The bottom line is, they have invested everything for Foxconn and now it’s your turn to pay.

Dear Village Board

Dear Village Board,

I note that A Better Mount Pleasant has shared an excellent article
from Reporter Bruce Murphy - over at Urban Milwaukee - concerning the
MTP Foxconn Development:

Despite media claims, new facility unlikely to be a Gen 6

And no doubt - something is happening there - but it is NOT what Scott
Walker, David DeGroot, Jonathon Delagrave or Cory Mason promised.

Well - at least Statewide Wisconsin Taxpayers may save on one end -
while David DeGroot and his Village Board will need to once again
raise taxes to cover the losses from the failed Scottie Walker gamble
- and insistence of TEA - Party Village President David DeGroot and
Racine County Executive Jonathon Delagrave to force forward a Project
that was failed from the inception - and they knew that the failure of
the Scott Walker Administration to secure a required and necessary
Corning Glass works manufacturing facility doomed the Project from the
start.

Good news (?):

"Up to $150 million could be available to the state due to the
downsizing of the Foxconn project, according to a new estimate by the
Legislature's nonpartisan budget office.

The 2019-21 budget included the maximum amount of the cash payments
that Foxconn was eligible for under the enabling legislation and
contract with the Wisconsin Economic Development Corp. (WEDC).

The original deal called for Foxconn to build what's known as a
"Generation 10.5" liquid crystal display plant, meaning it would have
built some of the largest, most technologically-advanced screens in
the world. When the deal was pitched to the Legislature, it called for
22 million square-foot manufacturing campus.

The company has since backed away from those plans and is currently
building a 1 million square-foot facility that could eventually build
"Generation 6" screens, which are smaller.

A $3 billion incentives package was approved for Foxconn by the
GOP-controlled state Legislature in 2017. Incentives are based on job
creation.

In 2018, Foxconn reported 192 jobs, and WEDC verified 113 jobs as
eligible for the credit. Foxconn’s job goal in 2018 was 260, so the
company didn't qualify for tax credits".

Foxconn until AFTER it was approved by Trustees who could not discuss 
it. 
 
~ Appraisals for purchased properties that appear to exceed the 
village's stated "formula" are being withheld from public view by 
village attorneys. 
 
~ At least 18 eminent domain actions were filed against residents by 
the Village Administrator which were never discussed or approved by 
Trustees in open and public meetings. 
 
~ No one knows what Foxconn plans to make. 
 
~ No one knows what chemicals Foxconn plans to use. 
 
~ No one know what kind of workers Foxconn plans to hire. 
 
~ No one knows what Foxconn plans to do with 2000 acres of extra land

A Better Mount Pleasant sends

Under Village President Dave DeGroot budget expenses have exploded over the last two years:
Fire Department increased 11.1%
Police Department increased 14.7%
Contracts & Professional Services increased 18.6%
Salaries & Wages increased 13.1
Assessors Department increased 45.7%

Since becoming Village President there have been no performance reviews for salary increases, no annual reports of police crime and call statistics, no annual report of fire service calls or community response times.
No facts, data or community comparisons are required or used to determine village spending.
These increases don't even reflect expenses and wages hidden in TIF districts which residents pay interest on.
We can't afford this kind of reckless behavior. #BootDeGroot

SUPPORT PRIVATE PROPERTY RIGHTS – CALL YOUR U.S. SENATOR TODAY 
 
Our right to own private property is one of the most fundamental 
rights of Americans. That right is supported by the Fifth Amendment to 
the US Constitution allowing the government to take private property 
for public use with just compensation. Those rights have been 
threatened since the 2005 US Supreme Court decision in Kelo vs. City 
of New London. In a narrow decision, the court allowed the taking of 
private property for economic development. The decision was widely 
criticized and since then, 46 states have enacted new laws to protect 
private property rights. 
 
On July 23, 2018, the US House of Representatives voted UNANIMOUSLY to 
pass H.R. 1689, the Private Property Rights Protection Act of 2017. 
The bill would prohibit state or local government from exercising its 
eminent domain authority for economic development. This is a 
bi-partisan issue – supported by both Republicans and Democrats alike. 
This legislation has been introduced in every legislative session 
since the Kelo decision in 2005 but when it has made it to a vote in 
the House, it died in the Senate Judiciary Committee. 
 
Below is a list of all Senators on the Senate Judiciary Committee. If 
your state is on the list, please call one or both of your Senators 
and ask them to bring the Private Property Rights Protection Act to a 
vote. (Or just call each of them anyway - it can't hurt!) 
 
Don’t let them get away with claiming to support private property 
rights while failing to support efforts to strengthen laws to protect 
those rights. I have also included contact information for Wisconsin 
Senators Tammy Baldwin and Ron Johnson. Please call them and ask them 
to help get H.R. 1689 signed into law. 
 
This literally will take you less than five minutes but could impact 
you and your family for generations. Thank you.
