New hotel, expanded convention center coming to Racine
From TMJ4:
By: Ryan Jenkins
RACINE — City leaders in Racine unveiled plans to expand the city's Festival Hall convention center and to build a new 171-room hotel near the lakefront on Monday.
The project will cost about $48 million, according to Mayor Cory Mason.
About $21 million will come from public funds, the rest will come from a public-private partnership with Gatehouse Capital, a Texas based investment firm.
Mason said the new facilities will provide a place for people to stay and host meetings while visiting Racine in the future.
"Boy, there's a lot of great events to come downtown Racine with the lakefront and Monument Square and the historic downtown but, there's not a lot of places for people to stay," said Mason.
Now, he says the new developments will also be satisfying to business owners in Downtown Racine
"This really makes that happen and has already begun to spur economic activity just from the enthusiasm of hundreds of people coming through every week, just to be in our downtown," said Mason.
Originally there were plans to build the expansion of the convention center and the hotel in the area north of the existing building.
State law stopped that construction from moving forward and the Department of Natural Resources (DNR) upheld rules that aim to keep private investors away from the lake bed, despite bi-partisan efforts to change those rules.
"Unfortunately, the way that we have the law currently makes it very difficult to do this, not only here but up and down the lakefront itself," said State Representative Robert Wittke (R-Caledonia). "So, it's something we will have to consider in future legislation sessions."
Mason said he did not want to see the deal delayed any longer.
"The question sort of became, when we reached this impasse around the legislation, about what to do. Do we just sort of pack up and go home or do we find a solution to move forward?"
Leaders are now moving forward with plans to build in an area not impacted by those same laws on the other side of the existing building.
Moving forward means construction can begin later this year, and the new facilities should be completed by 2022, according to David Rachie with Gatehouse Capital.

(CNN) -- At 2:24 p.m. ET, TMZ posted the story that stunned the world on Sunday: Basketball legend Kobe Bryant, at the age of 41, had died in a California helicopter crash.
The tectonic news, which the celebrity-gossip website was first to report, swept the nation as other news organizations quickly confirmed the story.
It also upset police who suggested the speed in which TMZ had reported the news -- a little more than an hour after police said they received reports of a downed aircraft -- outpaced that of officers who were seeking to notify the family members of victims.
During a press conference, Los Angeles County Sheriff Alex Villanueva took a swipe at the website when explaining to reporters why he would not yet confirm the identities of those who were aboard the helicopter when it crashed.
"It would be extremely disrespectful to understand that your loved one ... perished and you learn about it from TMZ," Villanueva said. "That is just wholly inappropriate."
Los Angeles County Undersheriff Tim Murakami also jabbed TMZ in a tweet.
"I am saddened that I was gathering facts as a media outlet reported ... Kobe had passed," Murakami wrote. "I understand getting the scoop but please allow us time to make personal notifications to their loved ones. It's very cold to hear of the loss via media. Breaks my heart."
A representative for TMZ, which is owned by WarnerMedia, CNN's parent company, did not respond on Sunday to requests for comment.

Ground beef shipped to retailers in 9 states recalled for possible plastic contamination
From JSOnline:
Madeline Mitchell, Cincinnati Enquirer
Madeline Mitchell, Cincinnati Enquirer
Approximately 2,000 pounds of raw ground beef products have been recalled due to possible contamination, according to a Friday release from the United States Department of Agriculture Food Safety and Inspection Service.
The raw ground beef packages may be contaminated with clear, thin pliable plastic, the release states.
The recalled products were packaged in Chicago, Illinois at Amity Packing Company Inc. on Jan. 6, according to the release. They were then shipped to retail locations in Illinois, Indiana, Kentucky, Michigan, New Jersey, New York, Ohio, Pennsylvania and Wisconsin.
According to the release, the packages being recalled are 1 pound vacuum-packed packages labelled "Pre 95% LEAN/5% FAT GROUND BEEF” with lot code “0060,” case code “11402” and a use/freeze by date of “01/31/2020." They also have a "EST. 6916" printed on the right front side of the package.
The recall was announced after two consumer complaints came in to Pre Brands LLC claiming they found the clear, thin pliable plastic bits in the raw ground beef. The release states there have been no confirmed health issues due to the contamination.
The Food Safety and Inspection Service is concerned that these products may already be in consumers' homes, in freezers or refrigerators. The products should be thrown out, the release states, or returned to the place of purchase. The beef should not be consumed.

Update: We found out she was still at that residence and sent cops over there. They made contact with the teen boy "Vinny." He said she was there but left when she found out cops were looking for her. He wasn't sure where she went. Her phone activity was confirmed. It is comforting knowing she wasn't dead! I wish Jasmine would realize that she is being so dangerous with her actions. There are too many traffickers and bad people out there, yet she thinks she is invincible. Mania is so dangerous.

Oakland becomes first in state to ban criminal background checks for rental housing
Oakland became the first city in California to ban criminal background checks in most housing applications for private and other rental units under a measure adopted by the City Council on Tuesday.
The council unanimously passed a “fair chance housing” ordinance that bars landlords from conducting criminal background checks on prospective tenants. The Berkeley City Council is expected to vote on a similar measure in February.
“This ordinance is about making sure returning community members have equal opportunities they deserve to successfully reintegrate into our community, and this begins with a roof over your head,” said Councilwoman Nikki Fortunato Bas, a co-sponsor of the measure.
Councilman Dan Kalb and Vice Mayor Larry Reid are also co-sponsors.
San Francisco and Richmond have similar but more narrowly focused laws. In San Francisco, the law applies only to affordable housing, and in Richmond it applies to all publicly subsidized affordable housing and nonprofit housing.
India is now a larger smartphone market than the US
The influx of Chinese phone makers may be largely responsible.
China eclipsed the US as the largest smartphone market on Earth years ago, but now Americans can't even claim second place. Counterpoint Research estimates that India overtook the US to become the second-largest market, with 158 million phones shipping to the country in 2019. That's largely due to the surge of Chinese manufacturers offering aggressively-priced devices, analysts said. A whopping 72 percent of phones shipped to India came from brands like Xiaomi, Vivo, Realme and Oppo.
This isn't to say non-Chinese brands fared poorly, but the results were mixed. Apple grew quickly at the end of 2019 thanks to iPhone XR price cuts and the debut of the iPhone 11. Samsung, however, saw flat results at the same period and ultimately declined five percent in 2019.
It's not shocking that India would overtake the US given its population and an emerging market where more people can afford smartphones in the first place. However, this could still have a significant impact on how phone makers sell devices beyond what you've seen so far. They may be more likely to design phones with India in mind, for instance. Don't be surprised if your favorite brand shifts its focus, whether or not there are benefits in other corners of the world.

$1M worth of Corvettes trapped inside flattened buildings after blast
By Marla Carter
HOUSTON, Texas (KTRK) -- Among those picking up the pieces after Friday's deadly explosion is the owner of Houston Corvette Service.
Gordon Andrus' business is right across the street from Watson Grinding & Manufacturing, the site of the deadly blast. Two employees at Watson were killed.
Due to the explosion, two of the buildings Andrus owns were flattened, trapping the Corvettes inside. In fact, he says the cars are worth $1 million.
"Mine are flattened. It's sitting there with about a million dollars in cars right now. We restore old Corvettes, and it's full of what used to be really nice cars," Andrus said.
No one was inside the buildings at the time of the explosion.
Andrus said he's grateful no one was hurt at his facility.

Massachusetts serial pooper arrested after police catch her defecating in parking lot: reports
A Massachusetts woman accused of defecating in the parking lot of a local Natick store for months was arrested Wednesday after she was caught in the act, reports say.
Andrea Grocer, 51, was charged with eight counts of wanton destruction property after a Natick police officer said he saw her defecating outside the Natick Outdoor Store around 7 a.m., WYCN reported.
Police were first alerted to the serial pooper in December when Henry Kanner, the store’s owner, reported human feces there on eight separate occasions since October.
Police began investigating, initially believing it might be an animal, but then found “toilet paper and other wipes," Natick Police Department spokeswoman Lt. Cara Rossi told The Metrowest Daily News.
An officer was patrolling the parking lot Wednesday when he spotted Grocer waiting for the lot to clear, opening the driver’s side door of her Lincoln MKX and defecating out the door, WYCN reported.
Grocer was pulled over after driving off and told police that she was on her way to a home up the street where she worked as a nanny, but stopped because she has irritable bowel syndrome, according to the arrest report.
Her employer told police, however, that Grocer had access to their restroom. This, coupled with the length of time that passed with Grocer in the lot, led to her arrest.
“I’m so happy they arrested her,” Kanner told Metrowest. “I have no idea who she is. This has been ongoing. She has defecated quite often over here. There’s nothing more disgusting coming into your parking lot in the morning and seeing a pile of human excrement.”
Grocer was released without bail and is due back in court on March 2.
