US Marshals capture Steven Avila; fugitive arrested in Racine
RACINE, Wis. - The U.S. Marshal's Fugitive Task Force along with agents from the Racine County Metro Drug Unit took federal fugitive Steven Avila into custody on Thursday, Feb. 17.
Law enforcement determined that Avila, 36, was in Racine. There was a federal warrant for possession with the intent to deliver cocaine out for him – and investigators learned he was at a residence on Blaine Avenue.
Officials say Avila is a convicted felon, a known gang member, and has a lengthy drug history. Agents conducted surveillance on the residence – and confirmed Avila’s presence, along-with ongoing drug activity.
Racine County Metro Drug agents and members of the U.S. Marshall’s conducted a search warrant at the residence and arrested Avila.
During the search, law enforcement located 446.9 grams of marijuana, with an estimated street value of $2,000; cocaine; digital scale; hundreds of baggies with the corners missing (i.e., drug packaging material); two quest cards; two cell phones; and $3,319 in U.S. currency. In Avila’s bedroom, law enforcement located a loaded .45 caliber semi-automatic handgun, a .22 caliber revolver, two tactical 12-gauge shotguns, and numerous rounds of ammunition.
The U.S. Marshall’s transported Avila to a federal holding facility where he was held on the federal warrant.
The Racine County Metro Drug Unit will be referring the following charges to the U.S. Attorney’s Office for federal prosecution:
- Possession of Marijuana with Intent to Deliver, as a Repeat Drug Offender
- Possession of Cocaine, as a Repeat Drug Offender
- Keeper of a Drug Place, as a Repeat Drug Offender
- Possession of Firearm by a Felon (Four counts)
- Possession of drug paraphernalia
Racine firefighter death; homicide investigation underway
RACINE, Wis. - The death of a Racine firefighter on Sunday, Feb. 20 is being investigated as a homicide.
Just before noon on Sunday, officers were sent to an address on Pinehurst Avenue in Racine in reference to a man not breathing. First responders located a deceased 50-year-old man. Officials say he was a 21-year veteran of the Racine Fire Department. Fire officials identified him as Christopher Lalor.
"It hits especially close to home," said Racine Mayor Cory Mason. "Obviously, our hearts go out to his family but also to his firefighting colleagues who are like family. They spend a lot of time with each other in close proximity, in training with each other."
Lalor most recently served as a driver-operator.
Mayor Mason said the city has extended mental health and other counseling resources to members of both the police and fire departments following Lalor's death.
"They're, of course, professional about it, but we're also concerned about them and we make sure they have resources available to make sure everyone's OK," said Mason.
Mason touted their courage to continue protecting the public even while battling their own tragedy.
Police haven't shared any information about who caused Lalor's death or what led up to it, wanting to protect their investigation. Neighbors told FOX6 that Lalor was friendly and quick to greet them with a wave and smile.
"We know that the entire city will feel this loss," said Mason.
The Racine Fire Department plans to address the situation at a Tuesday morning press conference.

Kenosha drug death; Racine woman charged in December 2021 incident

KENOSHA, Wis. - A Racine woman faces a charge of first-degree reckless homicide in connection with the drug death of a woman in Kenosha in December. The accused is Reanna Moon.
According to the criminal complaint, Kenosha police were dispatched to a residence on 59th Street just west of 16th Avenue on Dec. 7, 2021 for a medical overdose call. Once on the scene, officers located the victim on the floor in a bedroom. They attempted CPR until the Kenosha Fire Department arrived. However, the victim was pronounced deceased.
A person in the residence told police she found the victim passed out, that she has a history of drug abuse, and had been "hanging around with Reanna Grimes-Moon (later identified as defendant Reanna M. Moon)," the complaint says.
A second person told officers "she believed that the person who would have supplied the drugs to (the victim) would be the defendant" -- and that "she is sure that the defendant was in the car that (the victim) had met up with that night," the complaint says.
When detectives downloaded data from the victim's cellphone, they found text conversations on her phone that referenced drug transactions. One of the phone numbers belonged to the defendant, the court paperwork says.
When questioned by police, Moon stated "that she went to (the victim's) residence to deliver heroin, which had been mixed with Benadryl, and some crack cocaine. The defendant admitted to brokering the deal along with delivering the drugs."
Moon made her initial appearance in Kenosha County court on Monday, Feb. 21. Cash bond was set at $100,000. Moon is due back in court for a preliminary hearing on March 1.

Fourth Turning 2022: Bad-Moon Rising, Part 4
Strauss & Howe offered four sobering conclusions to our current Crisis, likely to play out over the next five to ten years. All the exertions of good people, following the path of righteous truth, should be focused on defeating the evil forces, allowing a new High to commence, leaving our children with a renewed republic and hope for the future. It’s all we can do.
This Fourth Turning could mark the end of man. It could be an omnicidal Armageddon, destroying everything, leaving nothing. If mankind ever extinguishes itself, this will probably happen when its dominant civilization triggers a Fourth Turning that ends horribly. For this Fourth Turning to put an end to all this would require an extremely unlikely blend of social disaster, human malevolence, technological perfection, and bad luck.
The Fourth Turning could mark the end of modernity. The Western saecular rhythm – which began in the mid-fifteenth century with the Renaissance – could come to an abrupt terminus. It could close the book on the political constitution, popular culture, and moral standing that the word America has come to signify. The nation has endured for three saecula; Rome lasted twelve, the Soviet Union only one. Fourth Turnings are critical thresholds for national survival. Each of the last three American Crises produced moments of extreme danger: In the Revolution, the very birth of the republic hung by a thread in more than one battle. In the Civil War, the union barely survived a four-year slaughter that in its own time was regarded as the most lethal war in history. In World War II, the nation destroyed an enemy of democracy that for a time was winning; had the enemy won, America might have itself been destroyed. In all likelihood, the next Crisis will present the nation with a threat and a consequence on a similar scale.
Or the Fourth Turning could simply mark the end of the Millennial Saeculum. Mankind, modernity, and America would all persevere. Afterward, there would be a new mood, a new High, and a new saeculum. America would be reborn. But, reborn, it would not be the same.

Southeast Wisconsin weather: Messy wintry mix Monday-Tuesday
Monday morning will be dry, but we see a slight chance for a few showers or light freezing drizzle mid-day. The better chance for freezing rain, sleet, and rain showers moves in Monday evening into Monday night. Light ice accumulations are expected, and travel may become hazardous. Watch the forecast carefully and be ready to adjust plans and travel accordingly.
Tuesday a messy wintry mix continues, and on Tuesday an additional tenth to a quarter inch of ice accumulation is expected for some of SE WI. Some accumulating sleet is also likely. By Tuesday night, some of that precip will change over to light snow, with under an inch of total snow accumulation. It will be breezy Monday and Tuesday with gusts around 30 mph, and highs will be in the 30s.
Accumulating ice can cause tree damage and result in power outages. Travel will likely become hazardous. Be ready to adjust plans and postpone travel.
