“The final touches are coming,” said Claude Lois, Mount Pleasant’s Foxconn project manager.

The HPCDC is expected to facilitate the Wisconn Valley Network Operations Center, where Foxconn employees will be able to support Foxconn technologies such as Industrial 5G networks, cloud computing and industrial artificial intelligence. Lois said everything is on track for the construction and they will soon be conducting occupancy evaluations for the HPCDC.

Details are still emerging as to what occurred and what preceded the chase. Criminal charges had not been filed by 4:30 p.m. Monday, even though the DA’s Office had issued charges in other cases from over the weekend by that time.

Racine County District Attorney Patricia Hanson said in an email that her office was still waiting on paperwork from the Caledonia Police Department on the case.

Santiago’s attorney, Patrick Cafferty, said Monday that his client plans to plead not guilty should charges be filed.

“Edwin Santiago is presumed innocent of all charges. He intends to enter a plea of not guilty at the appropriate time,” Cafferty said in a text message. “We urge the public to withhold judgment until all the facts are available.”

RACINE, Wis. — A Wisconsin teen is facing charges of first-degree reckless homicide and child abuse in connection with the death of his 1-month-old baby, authorities said.

According to the Journal Times and the Racine County Eye, Shavale Powell, 17, of Racine, was charged in an adult court Monday, just over a week after his 39-day-old baby was found dead in a LaSalle Street home.

Racine police and rescue crews responded to the home Feb. 14 after receiving a report of an unresponsive infant, according to the newspapers. Authorities arrived to find the baby already dead and a 1-year-old child with a bruised, injured eye, the outlets reported.

Powell and the children’s mother, 18-year-old Javian Clark, told police they had been the baby’s only caregivers the past eight days, authorities said.

Medical examiners later conducted an autopsy on the infant, who had suffered blunt-force injuries to the head, chest and extremities, the Journal Times reported. Officials concluded that the death was a homicide, according to the newspaper.

Powell was arrested and remains jailed on $50,000 bond, authorities said.

Court documents also identified Clark as a co-defendant, according to the Journal Times. She is expected to be charged Tuesday, District Attorney Tricia Hanson told the newspaper.

The Long Hack: How China Exploited a U.S. Tech Supplier

For years, U.S. investigators found tampering in products made by Super Micro Computer Inc. The company says it was never told. Neither was the public.

In 2010, the U.S. Department of Defense found thousands of its computer servers sending military network data to China—the result of code hidden in chips that handled the machines’ startup process.

In 2014, Intel Corp. discovered that an elite Chinese hacking group breached its network through a single server that downloaded malware from a supplier’s update site.

And in 2015, the Federal Bureau of Investigation warned multiple companies that Chinese operatives had concealed an extra chip loaded with backdoor code in one manufacturer's servers.

Each of these distinct attacks had two things in common: China and Super Micro Computer Inc., a computer hardware maker in San Jose, California. They shared one other trait; U.S. spymasters discovered the manipulations but kept them largely secret as they tried to counter each one and learn more about China’s capabilities.
