Cops Gone Wild: Former St. Francis officer sentenced to jail and probation for recording teen girl changing

A former St. Francis school resource officer was sentenced to jail time and probation after pleading guilty to recording a teen girl changing in his office.

Dimitri Kamolov pleaded guilty as part of a plea agreement in April to one felony count of invading privacy with a surveillance device of someone under 18 years old, online court records show.

As part of plea negotiations, a second felony count of attempting to capture an intimate representation of someone under 18 was dismissed but read into the record.

On June 5, Kamolov was sentenced to one and a half years in prison and two years of extended supervision, but had the sentence stayed, according to online records, and the court placed Kamolov on probation for three years.

As part of the probation, Kamolov was ordered to serve nine months condition time (jail time served as part of probation), according to online court records. There will be no electronic monitoring, but he will be allowed Huber release for elder care.

According to the complaint:

A 17-year-old female student at St. Francis High School accused the school resource officer of secretly filmed her changing in September 2024.

Kamolov was employed as a part-time certified law enforcement officer with the St. Francis Police Department and assigned to the high school as its resource officer. He’d been with the department for 31 years.

Kamolov invited the girl into his private office to give her a shirt he’d brought from Brazil. He told her to try two on to see which fit better, drew the blinds and left.

She started changing and while still wearing a tank top the 17-year-old student noticed a cellphone propped up and recording her.

Kamolov was placed on administrative leave following the incident.

A video on Kamolov’s phone, which he provided to the St. Francis Police Department, depicted him setting up the phone to record and capturing the girl taking off her hoodie to try on the shirts. It was also discovered Kamolov emailed or texted himself the video four times – once it had been cropped and slowed down.

As part of his probation/extended supervision, court records state Kamolov must submit to a sex offender evaluation and cooperate with any treatment recommended by the probation department, have no unsupervised contact with anyone under 18 years old, and cannot possess any devices without safety software and/or monitoring installed, among other requirements.
