Zipping up his sleeping bag, a Sheboygan teen was restless, worrying about what was to come.

“He’d go from sleeping bag to sleeping bag. I’d learn to flip over on my stomach so he couldn’t touch me.”

Former Germantown Police Chief, Peter Hoell, is speaking out publicly for the first time about the sexual abuse he faced as a teenager in Sheboygan. More than four decades ago, Hoell says a Holy Name Parish Priest, William Effinger, sexually molested him several times, taking advantage of him and his friends by feeding them alcohol.

“Dirty, disgusted, afraid,” Hoell says of how he felt after the abuse. “I should have told my parents, but I didn’t. I was just too afraid. I didn’t know what was going to happen. Would they believe me?”

It was a strategy Effinger used over and over again, according to documents on the Archdiocese of Milwaukee (AOM) website. In 1993, Effinger’s abuse was publicly addressed; a family brought forward accusations of him molesting their 13-year-old son. Effinger went to trial and pleaded guilty. He was sentenced to 10 years in prison, but only served three after passing away from colon cancer behind bars in 1996.

“I’m sorry to say, but I was very happy,” Hoell said. “I was very happy that he died in jail, where he belonged. What made me smile is that he has to meet his maker. What’s he going to say? How is he going to explain all the people he’s damaged?”

Man who shot 5 in Racine before taking his life identified by police

From Fox6Now:

Racine police identified John Brown, 50, of Racine, as the man who shot and wounded five people in downtown Racine over the weekend before taking his own life.

It happened just before bar close Sunday morning outside 509 Social Lounge. Witnesses described the chaos and panic.

Officers arrived and saw people running. After a brief chase, police say officers attempted to negotiate with Brown before he turned the gun on himself after shooting one woman and four men. Authorities say the quintuple shooting was domestic-related.

Victims helped inside 509 Social Lounge

The co-owner of the 509 Social Lounge said his staff helped some gunshot victims, and he's proud of the way his employees responded.

"He was shooting at them," said Billy Smith.

Chaos and fear filled the club.

"I ran in and told staff and everyone that we have an active shooter. Everyone get down," said Smith. "It was pretty sad. I don’t wish this on any business."

Smith, the co-owner of 509 Social Lounge, said he stopped the suspect from coming inside.

"I think that by not letting him get back in – I think there was some lives saved with that because three people got shot," said Smith. "No telling what he would have did."

Several bullet holes outside the back of the club serve as a scary reminder to staff shootings can happen anywhere. Smith said in those tense moments, employees stepped up, calling 911 and helping treat three of the gunshot victims who ran back inside the club.

"We helped, applying pressure to the wounds, getting towels, things like that," said Smith.

While none of the victims had life-threatening injuries, people who live nearby said it was unnerving to wake up to.

"It puts a black mark on Racine again," said Marty McGee. "Racine is always getting down for having so much drama and things like that, but it really isn’t like that at all. This is an awesome area."

Racine quintuple shooting, suspect dead

From Fox6Now:

The suspect in a shooting that left five people injured in Racine early Sunday, Feb. 13, turned the gun on himself as police approached, police said.

Police were called to a shots fired call shortly before 2 a.m. near 7th Street and Park Avenue.

Upon arrival, they saw several people running north on College Avenue. Officers then encountered an armed male. A brief foot chase ensued, and when confronted, the male turned the gun on himself.

Police said officers attempted to negotiate with the male for several minutes before he shot himself. No officers fired their weapons.

Police said the incident appears to be domestic-related.

Three victims were transported by rescue squad from the area of 7th Street and Park Avenue.  Two more victims showed up at hospitals in different cities. None of the injuries appeared to be life-threatening. One female and four males were injured and one male dead from a self-inflicted gunshot wound.

Ice rescue training in Racine County; incidents 'on the rise'

From Fox6Now:

Emergency crews in southeastern Wisconsin are thankful that circumstances weren't worse after two ice shanties fell through lake ice in the past two days.

While no one was inside or injured, area fire departments are now more prepared for a worst-case scenario thanks to rescue training in Kansasville.

"I think the wind chill was -5 degrees this morning," Kansasville Fire Chief Ron Molnar said Saturday.

It's hard to be ready for those temperatures no matter where you're from.

"Riley Powroznik just moved here from San Diego, and this is going to be his first time," said Molnar.

Ice rescue training on Eagle Lake

"I used to go in the ocean at this time and go to the beach, so it’s a little bit different," Powroznik, a Kansasville paramedic, said. "I’m excited, it’s something new and different."

But if anyone's prepared, it's the firefighters and paramedics who geared up to go out on Eagle Lake.

"These suits keep us perfectly dry," Caledonia firefighter and paramedic Matt Weiher said. "We’re 60% more likely to become a victim in these types of situations versus a house fire, for instance. One of the biggest reasons is just a lack of training."

Ice rescue training on Eagle Lake

Emergency responders are not only learning how to rescue people who have fallen through the ice, but learning how to save themselves in that situation as well.

The ice rescue training, sponsored by Educators Credit Union, was free for eight fire departments from across Racine and Kenosha counties. The knowledge is priceless.

"Seconds count. We must get there quickly and get them out of the water, get them warm and get them to a hospital," said Molnar.

Shanty falls through ice on Wind Lake Saturday, Feb. 12

Departments partner with Flight for Life, but also each other – including after those two shanties went through the ice in roughly 24 hours.

"We train together, we work together, we respond to critical situations together," Molnar said. "The ice rescue situations, they’re already on the rise."

"We have several large lakes around. Every year it’s going to happen," said Wind Lake paramedic Jules Gorak. "We love the practice to make sure we’re ready to do it when we actually have to."

Firefighters told FOX6 News that ice rescues can become more common as spring approaches and the ice things. They said to make sure to always have a buddy and to dress warm.

From Fox6Now:

Donald Hutchison

A Milwaukee man is charged with battery by prisoner and disorderly conduct after a fight at the Racine County Jail on Saturday, Feb. 5.

Prosecutors accuse Donald Hutchison, 26, of beating another inmate because of "owed pushups" on a basketball game bet.

Around 1:30 p.m. that Saturday, a criminal complaint states Hutchison walked into another inmate's cell. After an exchange of words, surveillance footage showed the inmate try to distance himself from Hutchison before Hutchison began punching him in the head and body.

Hutchison then took the inmate to the ground and continued swinging punches while atop of him. The inmate, the complaint states, was trying to defend himself from the attack but could not escape. When the inmate tried to get up, Hutchison allegedly grabbed him by the hair and continued punching him.

The beating lasted roughly 45 seconds, the complaint states. The inmate's nose was bleeding, and he was giving pain medication.

Racine County Jail

According to the complaint, the inmate told a deputy that he was assaulted because he "owed pushups" to Hutchison after they'd made a bet on a basketball game. He said Hutchison had never threatened him before.

Another inmate allegedly tried to block cameras and obstruct jail staff from viewing the attack.

Hutchison made an initial court appearance on the charges stemming from the fight o Feb. 7. His next court date is scheduled for Feb. 16.

Court documents state Hutchison has been previously convicted of burglary and child sex assault and was intermittently incarcerated from April 2013 through June 2021.

Kuril Islands Russia - Japan - USA

 WTF!

Former Mayor of Shitago is Ambassador to Japan!

Since October 30 2021 the U.S. is warning of a Russian military buildup and a potential invasion of the Ukraine.

Over the last days the screaming over Russian exercises on Russian grounds has again increased. The U.S. Secretary of State and the Secretary of Defense have both called their Russian counterparts. President Biden will later today call President Putin.

But if the situation is really as dire as the U.S. claims why is it doing this (machine translation)?

An American submarine entered Russian territorial waters in the Kuriles region, and special means were used against it, the Ministry of Defense said.

"On February 12, 2022, at 10:40 Moscow time, a U.S. Navy submarine of the Virginia type was discovered in the area of the planned exercise of the Pacific Fleet forces in the territorial waters of the Russian Federation near Urup Island of the Kuril Ridge," the agency said.

The crew of the submarine was given a message in Russian and English via underwater communication: "You are in the territorial waters of Russia. Surface immediately!"

The foreign warship ignored the demand.

"In accordance with the guidelines for the protection of the state border of the Russian Federation in the underwater environment, the crew of the Pacific Fleet frigate Marshal Shaposhnikov used appropriate means," the message says.

The American submarine used a self-propelled simulator to double the target on radar and acoustic control means and left Russian territorial waters at maximum speed.

A detachment of ships of the Pacific Fleet continues exercises and controls the underwater environment to prevent violation of the state border.

In connection with the incident, the Defense Ministry called the military attache at the US Embassy in Moscow.

The Kuril islands are north east of Japan and part of Russia

During the Yalta conference on February 11 1945 U.S. President Roosevelt had conceded the Kuril islands, then completely under Japanese control, to the Soviet Union in exchange for the Soviet Union joining the war against Japan.
