RACINE — The City of Racine is now requiring city staff and members of the public to wear masks while in city-owned buildings, regardless of their vaccination status.

Racine Public Health Administrator Dottie-Kay Bowersox said in a statement Wednesday the call was made after the CDC updated their guidance regarding mask-wearing, as the country sees a spike in COVID-19 cases, particularly of the delta variant of the virus.

Racine's mask policy goes into effect Thursday.

According to the city, the mask requirement includes:

• City employees while at work, indoors, if they are not alone in an individual office with the door closed
• City employees while traveling for work in City vehicles with more than one passenger
• Members of public when entering City facilities including City Hall, City Hall Annex, Fire and Police facilities, Community Centers, and other City building
• Members of the public engaged in programing and sports inside of City owned Community Centers

Bowersox said in a statement: "This is to deter the potential spread of the highly infectious Delta variant strain of the virus. Due to the recent increase in the number of COVID-19 positive cases, the CDC has placed the City of Racine in the “Substantial Transmission Category” defined by case rate over the last seven days. Currently, the City’s COVID-19 case rate is 73 per 100,000, which is a 900% increase over the last two weeks."

Mask requirements and recommendations are returning to businesses and city buildings across parts of southeast Wisconsin, regardless of vaccination status.

Metcalfe's Market announced Wednesday all staff and vendors will be required to wear a mask, and for customers it will be strongly recommended.

To some customers, it was business as usual.

"I have no problem with that," said Richard Franklin. "Because I think there's a rebound of the virus, and people should use some common sense and be healthier, especially somebody my age."

Franklin says he is fully vaccinated, but he's not taking any chances.

"They tell me it’s not something you want to catch," Franklin said. "And I have bad lungs and asthma, and so when they said get it, I got it right away. Why even take the chance? Wear your mask."

Metcalfe's Market COO and co-owner Kevin Metcalfe says staff are required to be vaccinated.

According to the CDC, Milwaukee, Waukesha and Racine counties have substantial transmission. That's when it recommends masking up indoors regardless of vaccination status.

"We take the guidance of the CDC and local health officials, and so we've implemented the rule here at Metcalfe's Market for our employees and vendors to be masked at this time until a new recommendation is made," Metcalfe said. "But at this point our job is to keep our employees safe, keep our customers safe."

Starting Thursday, if you are working in or visiting a Racine city building, you'll need to wear a mask. That includes community centers as well as police and fire buildings. City of Racine Public Health Administrator Dottie-Kay Bowersox said the city's case rate has increased 900 percent over the last two weeks, and less than 40 percent of the city is vaccinated.

In Milwaukee, six Alders are asking Mayor Tom Barrett and Health Commissioner Kirsten Johnson to consider an indoor mask requirement should the city reach high transmission.

During a media briefing Tuesday, Mayor Barrett said it's not out of the question.

"We are monitoring this very, very closely," Mayor Barrett said. "Our concern of course is, what is the most effective way to fight this pandemic, and I continue to believe that the vaccination is. But that does not mean we are ruling out masks at some point if it's necessary."

County Executive David Crawley also announced Tuesday there will be stricter mask requirements for county employees starting next week.

WE Energies is reporting that more than 34,000 customers are currently affected by outages Thursday in our part of the state.

As the COVID-19 pandemic continues and new variants of the virus emerge, like many health systems across the country, including in many of Wisconsin's markets, Ascension is moving to require their associates to be vaccinated against COVID-19.

The company conducted a thorough moral and ethical analysis as part of the decision-making process, according to a news release.

Tens of thousands of Ascension associates have already been vaccinated with the available vaccines, as have millions of people across the country and the world.

Ascension will require that all associates be vaccinated against COVID-19, whether or not they provide direct patient care, and whether they work in their sites of care or remotely. This includes associates employed by subsidiaries and partners; physicians and advanced practice providers, whether employed or independent; and volunteers and vendors entering Ascension facilities.

The timeline for completing the vaccine series and meeting this requirement will be Nov. 12, 2021. This timing is aligned with Ascension’s annual influenza vaccination requirement and will follow a similar implementation process.

In those instances when someone may not be able to get vaccinated due to a medical condition or strongly held religious belief, Ascension will provide a process for requesting an exemption similar to the process they use for the annual influenza vaccine.

Aaron Rodgers in Green Bay for start of training camp

GREEN BAY, Wis. - Aaron Rodgers has made it to Green Bay on the eve of the Packers’ first training-camp workout.

Rodgers was seen arriving at Lambeau Field on Tuesday morning, the day after NFL Network and ESPN reported the reigning MVP was closing in on a deal that would keep him with the Packers this season. The Packers later tweeted a photo of Rodgers at Lambeau Field — wearing oversize sunglasses and a novelty T-shirt referencing "The Office."

The Packers open training camp Wednesday. Under terms of the collective bargaining agreement, Rodgers would have been subject to a $50,000 fine for every day he held out during camp.

Rodgers didn’t participate in organized team activities this spring — a change from his usual offseason routine — and skipped the Packers’ mandatory minicamp.

His future with the Packers had seemed tenuous after ESPN reported in the hours leading up to the draft that he didn’t want to return to Green Bay. Rodgers has spent his entire career with the Packers, who selected him with the 24th overall pick in the 2005 draft.

When the NFL’s only publicly-owned team held its shareholders meeting Monday, Packers president/CEO Mark Murphy said he was hopeful the two sides could resolve their differences and added that they’d been "in constant communication."

"We want him back," Murphy told the 3,900 shareholders who gathered at Lambeau Field. "We’re committed to him for 2021 and beyond. He’s our leader. We’re looking forward to winning another Super Bowl with him."

NFL Network reported Monday that Rodgers had told people close to him he planned to play for the Packers this season. ESPN reported that Rodgers and the Packers were on the verge of a deal in which the team would void the final year of the three-time MVP’s contract, perhaps clearing the way for him to leave Green Bay after the upcoming season.

GREEN BAY — The National Football League is imposing tougher COVID-19 protocols and penalties for the upcoming season. The NFL is not requiring players to be vaccinated, but those who choose not to will have to practice and play under a different set of restrictions.

NFL teams are required to have 85 percent of the players vaccinated to be able to loosen COVID-19 protocols. The Green Bay Packers have yet to share where they stand with reaching that threshold, but one thing is certain: unvaccinated players who break guidelines will face major fines.

When the Green Bay Packers’ training camp kicks off on Wednesday, the NFL’s new COVID-19 protocols will essentially create two sets of players on the same team based on their vaccination status.

Players who are vaccinated face almost no guidelines. Unvaccinated players face daily testing, masks and social distancing requirements inside team facilities, and 10-day quarantines for those who test positive, just to name a few.

The league said any unvaccinated player who breaks protocols can be fined $14,650 each time. Packers fan Jamarius Moseby thinks it makes sense to have two sets of rules with so much money on the line.

"If it's something that the organization or the league or the team wants you to do specifically, why not do it? Because at the end of the day, that's how you get paid,” he said.

The harshest penalty outlined by NFL Commissioner Roger Goodell says if a regular season cannot be rescheduled due to an outbreak among unvaccinated players, that team will be required to forfeit, take a loss on their record, and their game checks will be withheld.

“People have been waiting so long to go back to normal and enjoy the games, and if they have to miss one because of that, I think fans are not going to be happy,” said Packers fan Cheryl Habush.

During a news conference Monday, Packers CEO Mark Murphy declined to share how many Packers players are fully vaccinated.

“I would say we have a ways to go and we’re working on it,” Murphy said.

According to NFL insiders, at least 14 teams have 85 percent of their players vaccinated, which clears the way for fewer protocols.

“It’s really designed to incentivize players to get vaccinated,” Murphy said.

ESPN reports more than 70 percent of NFL players are at least partially vaccinated.

"I think what the NFL is saying is, ‘you know what, for those we have the most control over, whether it's the team's support staff, we want those folks vaccinated. We probably can't tell the players that they have to be vaccinated, but if a player's going to choose not to be vaccinated, then it's partly on them then to absorb the consequences of that decision,’” said UW Health Chief Quality Officer Dr. Jeff Pothof.

With the Delta variant causing concern about another surge in cases among the unvaccinated, Dr. Pothof says the time has come for businesses like the NFL to do what they think is best to ensure revenue isn’t lost.

"I think a lot of people would like to say, ‘well you're just trying to make it hard on the players, just trying to stick it to them.' It really probably has less to do with that and more to do with they're trying to run a successful business, and if we don't have folks who are vaccinated, we can't run successful businesses,” Dr. Pothof said.

When it comes to fans in the stands at Lambeau Field this fall, Murphy said the organization is in constant communication with local health officials, but plans remain to be at full capacity.

MILWAUKEE -- Milwaukee Mayor Tom Barrett has issued a recommendation asking people to once again wear masks indoors or in large gatherings of people, regardless of vaccination status.

The recommendation does not carry any legal weight and will not be enforced, Mayor Barrett said at a media briefing Tuesday.

"We are asking people to wear masks, regardless of vaccination status, when they go indoors," Mayor Barrett said.

“This is a tough request to make, because we felt like we were getting life back to normal," he added. “We certainly hope that Milwaukeeans will embrace masks once again."

Although the mayor said masking may be effective in reducing transmission of COVID-19, he reiterated the fact that vaccinations remain the priority for the city.

“The best way to fight the spread of COVID remains, hands down, more people getting vaccinated," Barrett said.

Barrett added that his request comes as Milwaukee County and the City of Milwaukee see a marked increase in transmission of COVID-19 in recent days.

"I'm tired of it, you're tired of it, but we're not out of the woods," Barrett said.

The news comes the same day the Centers for Disease Control and Prevention (CDC) announced that it’s now recommending people who are vaccinated against COVID-19 wear masks indoors in parts of the U.S. where the coronavirus is surging.

The CDC specifically noted people in school settings should wear face masks indoors despite vaccination status. The CDC's announcement came as the highly contagious delta variant spreads across the country.

"As a community, as a state, and as a country we must stay ahead of the curve. We cannot repeat last year," said Dr. Ben Weston with the Milwaukee County Office of Emergency Management and the Medical College of Wisconsin.

During a scheduled COVID-19 briefing Dr. Weston said the vaccine is effective at preventing hospitalization and death, but that does not mean you cannot get and spread the virus.

"If you get an infection, even if it's a mild infection, and even if you're not going to be hospitalized, you may very well spread that infection to other people in the community may contribute to the elevated case numbers that we're seeing," Dr. Weston said.

Dr. Weston explained the viral load in someone infected with the delta variant of coronavirus is about 1,200 times higher than the conventional variant, meaning it takes less virus to infect a person.

Milwaukee County Executive David Crowley said they will tighten mask restrictions for county employees despite their vaccine status.

Despite the pivot in mask guidance, people in Milwaukee seemed to welcome the change, though some said it was disheartening.

"I always wear my mask everywhere because like I said, you don't know who has taken the vaccine," said Atavia Goldstar.

"If it's keeping everyone protected from this virus, I think it's worth it," Anointed Williams said.

"If there's another variant out, I sure don't want to catch it. So I'll do what I can to protect myself and my friends," Cici Rube said.

CALEDONIA, Wis. — Caledonia’s police chief is speaking out after a viral video accused an officer of planting evidence in a vehicle.

“The allegation that the officer planted evidence is absolutely 100 percent untrue. And that was proven when we received all the body cam footage,” said Caledonia Police Chief Chris Botsch.

Caledonia Police Officer's body worn camera shows a man in the front passenger seat holding a phone and the officer looks around the back seat of the car. This body camera along with a second one provided by Caledonia Police show that one officer takes a plastic bag from one of the passenger who hands it to another officer and he puts it in the vehicle.

The police department also released two other body worn cameras from their officers that show the officer placing a plastic bag that was originally taken from the backseat passenger’s pocket by another officer, and given to the officer who put it in the car. An unidentified front seat passenger questions the officer as he put the baggie in the vehicle.

That video was posted to the Caledonia Police Department’s Facebook page. Here is part of the exchange:

Front seat passenger: “Hey bro you just threw that in here.”
Police officer: “Yeah, because it was in his pocket and I don’t want to hold on to it. It's on their body cam that they took it off of him, so.”

The officer says it is an empty baggie. Chief Botsch says it is not evidence and that is is basically trash.

The plastic bag in quetion is seen next to the red bag in the back seat. Caledonia Police Officer's body worn camera along with a second body camera video provided by Caledonia Police show that one officer takes a plastic bag from one of the passenger who hands it to another officer and he puts it in the vehicle.

“I think it is unfortunate that a short cell phone clip can generate all this negative attention. Luckily we do have body cameras and they support our version of events and lead us in a direction where we could quickly determine what had occurred in this incident,” said Botsch.

Body cameras are a relatively new addition for Caledonia police officers. They have had them since June of last year.

“If we did not have body cameras, I’m fearful that we would never really know what happened here, and there would be a cloud of suspicion on the officer and the police department,” said Botsch.

According to Caledonia police, the car was pulled over for going 18 miles over the speed limit, and two of the people inside the car were not wearing their seat belts. So why the search?

“Aren’t those $10 tickets for not having a seat belt in the state of Wisconsin? You have maybe a person who gets a speeding ticket and two people who get seat belt violations?” asked TMJ4 News reporter Rebecca Klopf.

“They are $10 tickets in the state of Wisconsin. However, you have to be able to issue that citation to an individual, and if that individual doesn’t identify themselves, they don’t explain who they are, if they don’t say who they are - then you have to extend the length of that traffic stop because then you have to identify individuals who are unwilling to identify themselves,” said Botsch.

Police say the people inside the car gave permission for the search.

Botsch says the officer is not facing any discipline for the search. But the police department is reviewing the whole incident to see if the officers were following all policies and procedures.

“This is a good opportunity to review the entire incident from start to finish,” said Botsch. “This is an opportunity to look at it and make sure we are [correct]. And if we are not, then we should make corrections.”

GREEN BAY — Packers quarterback Aaron Rodgers does plan to play in Green Bay this season and is close to a new agreement with the team, according to reports on Monday.

Ian Rapoport first reported that sources close to the MVP said he does plan to play for the Packers this season and that many factors are still at play.

According to ESPN senior NFL Insider Adam Schefter, the team is offering concessions to Rodgers, and is "close to an agreement that would bring Aaron Rodgers back to Green Bay for at least this season," citing sources.

Schefter says the new agreement "would help set up Aaron Rodgers’ departure from Green Bay after this season."

The ESPN insider continues that the 2023 year in Rodgers’ contract would be voided in the agreement, "with no tags allowed in the future," according to sources.

According to the Associated Press, Packers president and CEO Mark Murphy said he’s optimistic Rodgers will play for the team this season.

Murphy said Rodgers hasn’t told him about his plans.

The Packers hold their first training camp workout this Wednesday.

Murphy said there is no scenario in which the team would trade Rodgers, according to the AP.

Apartment fire in Racine, cause under investigation

RACINE, Wis. - The Racine Fire Department responded to the area of Mt. Pleasant Street and William Street early Sunday morning, July 25 for an apartment fire. The call came in around 6:45 a.m. 

The fire was called in by a Racine firefighter driving from Racine Fire Station 3 to Racine Fire Station 2 at shift change. He noticed smoke coming from a second-floor apartment window area and noticed flames in the apartment window as well.

 The fire was quickly extinguished by the first arriving crew.

The fire caused an estimated $40,000 in damage to the building and $5,000 in damage to contents.

The cause of the fire is under investigation.

Caledonia police ‘internal review’ prompted by traffic stop video

CALEDONIA, Wis. - A Caledonia traffic stop has gone viral after a passenger claims an officer planted evidence in the vehicle. Caledonia police say that's not what happened.

Caledonia police released body camera footage of the traffic stop after that passenger said evidence was planted, saying their video tells a different story.

Passenger: "Hey, bro, what’s that?"

Officer: "What?"

Passenger: "That you threw in here."

It's an encounter that's gone viral.

Passenger: "I got you on camera, bro."

Officer: "I got you on camera, bro."

A passenger posted the Caledonia traffic stop on Facebook, claiming the officer planted evidence after he was seen throwing a small bag in the backseat.

Passenger: "Hey bro, you just threw that in here."

Caledonia police say the vehicle was pulled over Wednesday, July 21 after the driver was going 63 miles per hour in a 45 zone. The driver and rear passenger were removed from the vehicle. The officer's body camera was rolling as the officer searched the back passenger, reaching in his pocket, pulling out a small plastic bag and phone charger.

Officer: "Mind if I pat you down for weapons?"

He handed them to another officer, who handed the bag off to someone else.

Front passenger: "What's that?"

That officer threw the bag in the backseat as the front passenger questioned why.

Passenger: "Hey bro, you just threw that in here."

Officer: "Yeah, because it was in his pocket and I don't want to hold on to it."

The Caledonia officer told the person in the front seat police weren't trying to hide anything.

Officer: "It's all on their body cam that they took it off of them."

The two went back and forth, with the officer saying he did nothing wrong.

Officer: "It's an empty baggy at the moment, so OK, buddy."

The videos show two perspectives of a now-viral traffic stop.

Caledonia police said no drugs were found and no one was arrested. The driver was given a speeding ticket. Police said four officers were on scene, and they are going through six hours' worth of body camera and squad video, which is expected to be released.

FOX6 News reached out to all parties involved to get an on-camera comment, but no one got back to us.
